Proposal:a Run Of The CPPCC In Politics At The County Level

The CPPCC is an important form of promoting socialist democracy in our political life, it has a unique advantage to expand citizens’orderly political participation. The proposal is an important form to achieve political consultation, democratic supervision and participation in politics. CPPCC organizations at the county level play an important role in the promotion of local political, economic, cultural and social development. This article will be making M county CPPCC proposals as an example, through analyzing the operation of the county CPPCC proposals from2006to2011as well as proposal work comparing with national, provincial, prefecture city three CPPCC organizations. Summed up the characteristics of the county CPPCC proposals work and the role played by the county CPPCC proposals work. The analysis shows that, County CPPCC proposals has played a positive role in improving the ability of members of political participation, smoothing flow of public opinion expression and promoting government scientific decision-making. On the content of the proposal, County CPPCC pay more attention to the problems of construction of infrastructure of the cities and towns which people are generally concerned, relative to the provincial, prefecture city CPPCC, County CPPCC pay less attention to the scientific, educational, cultural, sports, health and the construction of democratic politics. From the point of view of the proposal, County CPPCC proposal needs to be further enriched; Handling proposals needs party committees, governments and relevant departments to pay more attention and support, on the other hand, the county CPPCC must be innovative the form how to Supervise the handling of proposals. The county CPPCC members also need to further improve the active participation and political participation skills. Recommended that the county CPPCC should work harder in strengthening the CPPCC organizations at all levels of communication, organizing and guiding on the members to improve the quality of proposals, improving the efficiency of the examination of proposals, improving the proposal to apply for assessment mechanism, increasing publicity of the proposal to enhance the political participation level of the CPPCC and promote local democracy and political construction.
