In recent years, China is playing an increasingly prominent role in the world stage with close cooperation and communication with other countries due to the process of globalization. The government work report summarizes the achievement of the last year and makes the plan of the next year, which is undoubtedly a significant channel for the world to understand China. Therefore, the translation of government work report is necessary for promoting the political, economic and cultural development.Guided by the German Functional Skopostheorie, the translation report is composed on the basis of Government Work Report of Heilongjiang Province in 2014. Focusing on the three rules of Skopostheorie, which is Skopos rule, coherence rule and fidelity rule, the author analyzes the difficulties in the translation process such as Chinese culture-specific words, category words, long sentences, parallel structures from lexical level, syntactic level and textual level, and then proposes applicable translation methods and strategies such as amplification, omission, interpretative translation.There exists no English version of the government work report of Heilongjiang province in 2014. The translation of the original text in this report is completed by the author independently. The German Functional Skopotheorie plays a significant role in the translation process. The translation is expected to get across local features and relative policies of Heilongjiang province to more people so as to attract foreign investments. The author hopes to make some contribution to the translation of such kind of materials through the experience of this translation project.
