A Study Of Community Public Cultural Service System

With the deepening of Chinese reform and opening up, theeconomy develo-psrapidly. After the material needs are met, people begin to turn to pursuit spiritual culture and self-realization, butthe single supply mode of public culture is unable to meet the growing needs.In 2006, the Fifth Plenary Session of the 16th CPC Central Committee put forward to gradually form a more complete public cultural service system with coverage of the whole society. For the past few years, China continues to promote the construction of public cultural service system, emphasizing its importance for Cultural strategy. As the community is a highly gathering place for people’s life, the public cultural services for the community will be closer to people and their life, so the community is the main place to promote the construction of public cultural service system. The main way to guarantee citizen’s basic cultural rights and meet people’s growing spiritual cultureneeds is the constructionof community public cultural service system.This paper focuses on the construction of community public cultural service system in Suzhou New District, analyzes the status of community public cultural service system in Suzhou High-tech Zone, and points out problems and possible reasons. Finally, to address these issues, combined with the experience at home and abroad, this paper proposed a way to build modern community public cultural service system in Suzhou High-tech Zone. Starting with the construction of the policy system, the financial security system, the infrastructure system, personnel system, evaluation system, we can build a modern community public cultural service system by increasing policy support, improving cultural facilities sharing mechanism, improving public cultural equalization development mechanism, optimizing the public cultural goods supply mechanism, innovating the culture svstem, strengtheningthe public culture’s team building and establishing a public cultural service evaluation and feedback mechanisms. With those methods, we expect to establisha Long-term management mechanism of an inclusive, equal, full coverage, practical, efficient, and high satisfaction modern public cultural service system, and provide systematic, institutional, fair, and sustainable public cultural servicesfor the masses of Suzhou New District.
