With the rapid development of China’s economy and culture, people’s material living standards have been greatly improved, the spiritual and cultural needs are also increasing. In recent years, the country has attached great importance to the construction of public culture, meanwhile inputs are ever-increasing. Many urban residents and farmers are able to enjoy the cultural convenience brought about by the favorable national policy, whereas there’s still a group who are on the fringe of public cultural services--migrant workers. This huge group makes long-term migration between the urban and rural areas, making a great contribution to the growth of economy in both areas. They also have the need of spiritual and cultural nurture. Whereas in actual process, there is tremendous shortage in public cultural services for this special group, due to a variety of factors.On September25th,2011, the Ministry of Culture, Ministry of Human Resources&Social Security and the All-China Federation of Trade Unions jointly issued "Proposal on Further Strengthening Cultural Service for Migrant Workers", putting forward to protect migrant workers equal cultural rights and interests with urban residents. It is the first comprehensive deployment of cultural construction for migrant workers. Currently, to strengthen the public cultural services for migrant workers is of great significance, it is not only the requirements of scientific concept of development, building a socialist harmonious society, but also the urban and rural development needs.This thesis is based on the perspective of holistic governance theory, discussing the problem of demand shortage and insufficient supply of public cultural services for migrant workers. In the same time, it analyses shortage of demand caused by work income, working hours, social security and education background, as well as insufficient supply caused by the lost value of fair and just, the continuity of the binary system, networked governance disorders, lack application of information technology and poor coordination of services operating mechanism. On this basis, the paper further explores reasons why the shortage of demand and insufficient supply occurred simultaneously, that is--the dislocation of supply and demand led to the lack of effective supply. According to holistic governance theoretical framework, the paper gives targeted reasonable proposals:to establish the concept of equalization and differentiation of public cultural services for migrant workers, to optimize the coordination system and policy environment of public cultural services for migrant workers, to build Government-led inline Outsource network services structure, to integrate information network platform resources, to build and enhance interest coordination mechanism of public cultural services for migrant workers.
