Since the new century,the implementation of cultural projects and the increasingly extensive participation of social and market entities have brought opportunities for the systematic and modern development of rural public cultural services.At the same time,however,The inter-departmental supply system,project system model and disorderly participation of multiple subjects have also caused the complexity of the rural public cultural service supply system:Resources are scattered in all kinds of cultural projects,that showing the characteristics of cross repetition and lack of overall planning,and the cooperation and communication between the leading departments of projects are also not smooth;Market and social subjects are also like “loose sand”,which tend to be separated or separated from government subjects.As a result,the current rural public cultural service has formed a resource supply model characterized by decentralized supply,and it is difficult for multiple subjects and multiple resources to form an effective“action synergy”,and the phenomenon of service fragmentation and inefficiency are prominent.In response to this problem,this paper attempts to explore the problem of fragmentation in the provision of public cultural services by drawing on the conceptual tool of “fragmented”governance,and from the perspective of multiple supply subject relationships such as government,market,and society,as well as the operational process and logic of the project-based supply model.In the specific analysis process,this paper constructs two logic lines,one is the relationship model analysis among the three main bodies of government,market and society and their internal detailed subjects,the other is the research logic of the practical representation of fragmentation-formation mechanism-governance strategy.With the help of these two coupled logic lines,this paper will carry out research by using literature analysis,system analysis,case analysis,comparative analysis and other research methods.Through systematic theoretical research and empirical analysis,this paper holds that the fragmentation problem in the supply of rural public cultural services is mainly reflected in two aspects.One is the fragmentation of public cultural services on the surface,that is,the overlapping,lack of communication and separation of various cultural projects,which results in the chaotic and inefficient fragmentation of services provided to rural residents.The second is the fragmentation of the deeper supply subject relationship,that is,there are many problems between the government,the market,the society and other subjects,such as the complex goal contradiction,the confusion of power and responsibility functions,the decentralization of the subject layout,the different and even contradictory action logic,which make it difficult to form a unified action force in the supply of public cultural services.The form representation of the fragmentation problem is not unchangeable.Through the comparative study of the two cases of F County in Shan dong Province and Y County in Hu bei Province,this paper finds that in the stage of economic and social transformation and development,the fragmentation problem presents a different development form in different regions under the influence of the different process of cultural system reform and the different application of modern information technology and other factors.Among them,the “first mover” areas of institutional or technological reform,to a certain extent,alleviate the degree of fragmentation through the innovation of policy tools or technological tools to promote resource integration,communication and coordination,while the“late mover”areas of reform are“deeply trapped”in the dilemma of fragmentation.Based on the analysis of the problem,this paper explores the formation mechanism of the fragmentation problem from the three elements of the “mechanism”-the action target(power),the action subject and the means(technical)method,etc.(Given the current supply mode,institutional factors have a decisive influence on the relationship between the actors,such as the division of powers and responsibilities,the interaction mode,and the logical relationship of the actions.Therefore,when analyzing the element of “actions between actors”,we mainly start from the institutional level).Through the combination of theory and empirical analysis,the following points are drawn:First of all,at the level of value goals,in the current supply of rural public cultural services,although the multi-subjects such as government,market and society and their internal subdivisions are interlinked,the phenomenon of differentiation and separation is more prominent and specific.This kind of goal differentiation and separation makes the multi-subjects in rural public cultural services lack the realistic foundation of “same force”-behavioral motivation and value orientation,to provide inter-subjects with ideas,goals and behaviors for a specific period and specific environment The differentiation on the inner provides the inner thrust.Secondly,at the level of system,under the “nesting” effect of the cultural industry sector system and the project system,there are many problems in the system,such as resource decentralization,unclear functions,imbalance of rights and responsibilities,and the difference of operation logic and orientation in the process of policy-making and implementation among the central departments,central and local governments.At the same time,under the current system,the administrative logic under the leadership of the government is difficult to be compatible with the multi-center governance logic,and the state discourse,market discourse and citizen discourse are faced with the problems of structural imbalance and complex gaming.The result is the loosening of the multi-subject relationship structure and limited market and social growth space.Finally,at the level of technical means,the government,market and society and their internally refined entities are in a state of fragmentation and separation on the hardware-level technical platform and software-level technical methods and channels.The information platforms are numerous and the information channels are separated,which leads to the solidification of information barriers and the fragmentation of the overall technical network structure of rural public cultural services,which leads to The weakening of the means to achieve the goals hinders the effective realization of the goals of rural public cultural services.Based on the analysis of the characterization and formation mechanism of the fragmentation problem,this paper systematically studies its governance strategy,and believes that to solve the fragmentation problem in the supply of rural public cultural services,it is necessary to use the overall management and network governance.The reason for the concept and strategy is that there are two kinds of operating logics of national administrative power and grassroots self-government in rural areas of China,and no single centralized or decentralized logic can independently and effectively solve the problems faced by rural public cultural services.In terms of specific governance strategies,for the formation mechanism of fragmentation,this paper also mainly explores from three aspects:value concept,technical tools and institutional mechanisms: First,the value concept proposes to innovate on the basis of understanding the beneficial components of fragmentation The values of rural public cultural services eliminate the ideological factors that hinder diverse cooperation,such as untrustedness,lack of public awareness and responsibility.The second is to build a rural public cultural management service cloud platform as a technological breakthrough,to establish a “connected link” among diverse subjects,and to promote a one-stop and seamless supply of public cultural services.The third is to seek governance and reform path from a deep and fundamental level by reshaping system environment and optimizing mechanism design,including system(goal)integration,government function transformation and breaking through institutional barriers,as well as specific measures and suggestions such as integration and innovation of service supply mechanism,main body coordination mechanism,policy process mechanism and supervision and incentive mechanism.
