Research On The Supply Of Public Cultural Services For The New Generation Of Urban Migrant Workers

At present,people’ s per capita income is increasing,and people’ s expectations for a better life are becoming more and more urgent.Public cultural service as an important part of social public utilities,the state attaches great importance to it.The 19th CPC National Congress pointed out that the principal contradiction in our society has been transformed into a contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.The 20th CPC National Congress once again stressed the need to prosper and develop cultural undertakings and cultural industries.The group of migrant workers is the backbone of urban development,and the new generation of migrant workers is the main body of migrant workers.It is an urgent problem to improve the supply system of public cultural services and meet the needs of the new generation of migrant workers for public cultural services.Taking Suzhou as an example,this paper studies the present situation of the supply of public cultural services in Suzhou and the participation and satisfaction of the public cultural services of the new generation of migrant workers by means of literature review and summary,questionnaire survey,systematic analysis and other methods.it is concluded that there is a mismatch between the supply content and demand and the way of supply and audience in Suzhou at present.Low utilization rate of public cultural service facilities and resources.After analysis,the causes of these problems can be attributed to the unclear main body of the supply of public cultural services of the new generation of migrant workers and the lack of drive of the main supply.the new generation of migrant workers lack participation mechanism and awareness,and fail to fully consider the complexity and differences of the new generation of migrant workers.As well as the lack of service awareness of public cultural service providers.In this regard,according to the polycentric governance theory,citizen demand theory and new public service theory,this paper puts forward the corresponding countermeasures from five aspects:the first is to clarify the main body of management,to guide multi-subjects to work together,the second is to innovate the content and ways to attract the extensive participation of the new generation of migrant workers,and the third is to improve the supply mechanism.to create the supply ecology of public cultural services,the fourth is to improve the discourse right and participation consciousness of the new generation of migrant workers,and the fifth is to innovate publicity methods and comprehensively use publicity means.
