During this period, development of culture construction in China has made considerable progress, cultural infrastructure continues to improve, cultural market becomes more prosperous, more and colorful cultural life of the masses. However, with the development of the Socialist market economy and opening to the expansion of cultural survival and the development of economic infrastructure, institution has undergone profound changes in environmental and social conditions. Public cultural services as a new formulation, reflecting our basic thoughts on deepening reform of culture.In the current situation, to meet the cultural needs of the masses, it is necessary to gradually build a more complete public cultural service system covering the entire society.As of2012, total number of migrant workers in China had reached260million, and took on a rising trend. They are widely distributed in all major cities of the country, the rural elite, in cities in all sectors, in all regions, plays an important role in the various classes, they have become an integral part of the urban community groups. While migrant workers living in cities, but their household registration and the family is in rural areas, often in rural and urban marginalized position, often appear on the access to public goods and public services in urban and rural dual deficiency.In the current construction of public cultural service system in our country, this issue also exists.Construction of public cultural service networks of migrant workers is a systems engineering. In order to improve the level and quality of public cultural services of migrant workers, it is necessary to start from the angle of institutional, legal, social media, and construction of public cultural service system covering the entire society. |
