Research On The Development Of China’s Commercial Health Insurance Under The Background Of Medical Security System Reform

Since the beginning of the new medical reform in 2009,the government has not only emphasized the complementary role of commercial health insurance in the medical security system,but also emphasized the coordinated development of basic medical insurance and commercial health insurance while improving the basic medical insurance.The coordinated development basic medical insurance and commercial health insurance in China is a process of constant exploration.With the continuous deepening of exploration,the problems are becoming increasingly serious.In order to promote the full convergence of basic medical insurance and commercial health insurance,as well as better play the complementary role of commercial health insurance,the government has successively issued relevant policy documents to create a good external environment for commercial health insurance.Meanwhile,commercial insurance companies have also made rapid development of commercial health insurance with the help of policy bonus,continuously carried out product innovation,and began to explore the road of professional operation.The COVID-19 epidemic in early 2020 is a big test for China’s medical industry,and it also takes people’s attention to health to a new level.While responding to the COVID-19 epidemic,the government has issued documents specifically for the reform of the medical security system.This document redefines the function of commercial health insurance and changes "the supplementary role" of commercial health insurance to "common development" for the first time.This undoubtedly improves the position of commercial health insurance in the medical security system and directly promotes the commercial health insurance.Therefore,the research on the development of commercial health insurance under the new background can not only contribute to the improvement of the medical security system,but also provide reference for the future development direction of commercial health insurance.The article mainly consists of seven parts.The first part is the introduction,which introduces the research background and significance,literature review at home and abroad,research content and methods,innovations and deficiencies.The second part introduces the concepts of medical security system and commercial health insurance,as well as relevant economic theories.The third part is based on the documents issued by the state to introduce the change process of the role of commercial health insurance in the medical security system.The fourth part introduces the development opportunities and significance of commercial health insurance under the background of medical security system reform.The fifth part introduces the development status of commercial health insurance in detail through a large number of data and analyzes the main problems and their causes at the present stage.The sixth part introduces the development of commercial health insurance in different types of medical security systems and analyzes its advanced experience and enlightenment to the development of commercial health insurance in China.The seventh part starts from the government,the CBIRC,the IAC and insurance company,aiming at the main problems existing in China’s commercial health insurance,and puts forward some targeted suggestions for the future development.
