Undergraduate public medical system,established in 1953,played an essential role in meeting the health needs of undergraduates as well as improving their physiques. However,with the establishment of China's market economy and the deepening of the medical system reform,such medical insurance system gradually exposed drawbacks,which brings a heavy burden on the university and family. Therefore,such system has difficulties to adapt to the market economy and social development. It causes that the number of the students who suffer serious illness or incurable diseases increases year by year. That dare to get ill and no money for medicines is gradually to disturb the ordinary study and life of the students. Reforming and establishing the undergraduate medical insurance system have practical significance.This paper illustrates the development of our public medical system,the process of bringing out the public medical system of undergraduate students,and the actuality and the problem of the undergraduate medical insurance system. Then it compares and analyses some representative systems in the other countries. From the experience,we summarize much meaningful reference to our country. The paper reviews the recent process of reform on the system of medical care of university students in P. R. China. Through the analysis above,this paper sums the principles of undergraduate medical insurance system reform,and puts forward my own views and advises on the content and supporting reform measures of the medical insurance system.The thesis is divided into four parts:Part 1:Some theories and analysis on the undergraduate medical insuranceIt is mainly to expound the origin,the development,and the signification of medical care as well as the same content of the system of social security in China. In addition,it defines the conception of undergraduate medical insurance system. And it analyses the students' special needs about the medical insurance.Part 2:The undergraduate medical insurance systemIt illustrates the process of bringing out the public medical insurance of university students,and the actuality and the problem of the system. And it compares and analyses some representative systems of Western countries objectively,and summarizes much meaningful reference to our country.Part 3:Some reform experimentations in ChinaThis research analyses and compares the representative reform experimentations in China. And it takes 190 students from two universities in Henan (Henan University of Finance and Economics, Zhengzhou Institute of Aeronautical Industry Management) to research. It factually shows the problem of the medical care of university students through questionnaire and analysis. From the research, we find that most of the informants couldn't understand the medical care of university students clearly, and they are commonly dissatisfied with their present medical care in schools. Meanwhile, the students who are from lower financial families lack of money for treatment occupy a big proportion of the whole. Therefore, this research discloses the intensively necessary to establish a new system of the medical care of university students.Part4:Some suggestions on the reconstruction of the undergraduate medical insurance systemIt proposes the solving strategies on the undergraduate medical insurance system. The paper gives some theoretic and practical advices for reconstructing present insurance system.The purpose of this thesis is to give some suggestions through analyzing the present medical care of the university students. And we hope it can raise the attention of government and the whole society to improve the situation gradually in order to release some social conflicts and create an ideal,and harmonious circumstance for the country's development.
