Performance Analysis On Accomplishment Of The "12th Five-year" Plan For Health Service Development In Gansu Province

The health service is advisable to be given priority to promoting people’s health quality, which also plays a critical role in promoting economic development and social developm ent of China. The two consecutive Five-Year Plans on health service have been formulated and refined, in accordance with the characteristics and situation of Chinese health services, making sure its periodical and continuous promotion. In 2010, Under the guidance of The Opinions on Deepening the Ref orm of Medical and Health System and The " 12 th Five-Year Plan " f or Health Service Development,Gansu province made The " 12 th Five-Year Plan " f or Health Service Development in Gansu Province.At the beginning of the "13th Five- Year " plan,by the method of analyzing the main health work and the completion of the indicators during the "12th Five-Year Plan" period, it is of great signif icance to evaluate the effectiveness of the development of health services in Gansu province. Through the collection, reorganization and analys is of the main health work, related policies and main health monitor indicators during "12th Five-Year Plan" period in Gansu province, the completion of The " 12 th Five-Year Plan " for Health Service Development in Gansu Province was evaluated qualit atively and quant itat ively. The research showed that Gansu province had made great progress in health services during "12th Five-Year Plan" per iod, meanwhile its monitor indicators have been accomplished preferably. However, there are still some problems of health services need to be solved in Gansu province. For example, the public health service system and the basic medical m inistry system is lack of construction; the integrat ion work of medical security system should break through immediately; the development of Chinese pharmacology and medicine needs to be innovative; the integration work of health information system needs to be carried out comprehensively.According to the current problems of the development of health services in Gansu province, the enlightenment and suggestions of the "13th Five-Year " plan for the development of health service in Gansu province was proposed definitely. The aspect of health planning and index setting needs to be considered synthetically ensuring its comprehensiveness, fitting the situation of each city in Gansu province, and the quality of complement behind the index need to be explored. What’s more, the construction of public health system needs to be strengthened to ensure the equity and full coverage of public health resources allocation. Bas ic medical service system construction needs to be strengthened pointedly to ensure the fair allocat ion of medical service resources between city and country. The medical security system is preferable to be further improved, and the speed of the medical security system integration should be accelerated. The government is advisable to innovate the development pattern and promote the industrialization of Chinese pharmacology and medicine. The construction of the health service informatization should be improved to ensure development and full coverage of health information system integration.
