The Study Of Relationship Between Health Governance And Professional Organizations

In 2013,the third plenary session of the eighteenth have explicitly put forward the overall goal of the comprehensive reform is to perfect and develop our socialist system,promote the modernization of national goveranace system and ability,handle the relationship between the government and the society correctly,speed up the implementation of government-society apart,reduce the decentralization,activate social Organizations,innovate the social governance system.In heath field, the healthcare industry is very crucial for people’s health, and it is also the important part of the livelihood of the people.The health governance system and ability is an important component of the national governance system and ability,and the development of healthcare industry is closed to the health governance level. So the function of professional Organizations will be more important in the process of the health governance, and as an indispensable main role, it will have ability to receive the government fuction.This paper from the angle of the complementary functions of diversified governance,based on actual cases study and theoretical research, aims to straighten out the relationship between health governance and professional Organizations, to improve the ability of health governace, and promote the development of professional Organizations. This thesis consists of six chapters, divided into three main parts.The first part is the first chapter,the introduction;the second part is from the second chapter to the fifth chapter, the research results;the third part is the sixth chapter, policy recommendations.The first chapter is introduction,mainly introduced the paper selected topic background and significance, the domestic and foreign academic circles about the relation between social Organizations and social governance, the reserch purpose, content and methods,the definition and characteristics of professional Organizations and the innovation of the basic ideas of the paper and shortcomings.The second chapter is the analysis of basic theory. On the one hand, this chapter combs the related theory of health governance, including the governace theory,its evolution and characteristics and the general theory of health governance,basic content and the connotation, the understanding of the health governance system and ability, and the characteristics of the health industry governance;On the other hand, this chapter introduces the theory of professional Organizations function and the mail roles of the healthcare professional Organizations.The third chapter is the international experience of the relationship between health goverance and professional Organizations,mainly introduced the health governance framework and characteristics of international typical countries (including the United States, Britain and Germany),and summarized the partnership between health governance and professional Organizations.Another,this chapter also introduces the basic situation and the main functions of international health professional Organizations in typical countries.The fourth chapter is the status and problems on the relationship between health governance and professional Organizations in our country, mainly introduces the development trend of professional Organizations and the current situation and relationship between health industry groups and government in China.In addition,this chapter includes the typical case studies, summarized the functions, interaction mechanism and the main problems in the process of the Chinese Medical Association and the Chinese Medical Doctor Association participating in health governance.The fifth chaper is the comparison and enlightenment of the domestic and foreign experience.One is the comparison, including the modes of health governance and the professional Organizations management; Another is the enlightenment, including establishing pluralistic governance partnership, building a comprehensive legal system, seting up autonomy specification and realize self-management,the government enriching more empowerment to industry groups and changing the double management system.The sixth chapter is policy suggestions for the development of the health governance and industry groups,mainly to build a government-led cooperation governance mode, and gradually achieve the governance goal of multiple subjects;to speed up the change of governmental functions, with full decentralization and authorization, to enhance the authority of professional Organizations;to strengthen the autonomous development of professional Organizations, to give fully play to the functions of professional governance;to reform the dual management system of professional Organizations, to increase its autonomy and activate themselves;to strengthen industrial legislation,to improve the relevant laws and regulations.
