The Research On Occupationgal Health Promotion In The View Of Cooperative Governance Theory

In recent years, with the development of strategy which everyone enjoysthe occupational health all over the world by World Health Organization，international community has paid more and more attention to the occupationalhealth services, especially on the content of occupational health promotion. Atthe same time, with the rise of Chinese economy, while the manufacturingindustory’s scale and value are expanding continuously, the occupationalhazards of domestic manufacturing are becoming increasingly serious.According to incomplete statistics, there are more than10,000cases of newoccupational disease annually over the past decade; each year the directeconomic loss has reached more than hundreds of billions, the occupationaldiseases and hazards has become a heavy burden to Chinese economicdevelopment.In view of this, in order to deal with the above problem effectively, promoting the occupational health of workers in China indeed. The study willbegin from the perspective of cooperative governance, through three mainoccupational health parts-the employer, the occupational health serviceagencies and government to build the tripartite cooperation network around thecore of protection of workers, to analyze the local occupational health servicesystem and its operation mechanism, concluded that our promotion network ofoccupational health has begun to growth, but which has not been completed yet,and we will combine with the case of Putuo District to explores the existingproblems and causes. Furthermore, at the perspective of cooperative governance,we will sort out the specific problems and difficulties in existing promotionnetwork about occupational health. And then, for example with basicoccupational health service in Putuo, we will propose the new concept of"government-led management to led to three main tactics which are buildingconvenient channels, giving supports of the interest and makingadministrative pressure, and putting forward concrete measures in this frame,further through analyzing the governance results to prove its effectiveness.Moreover, this paper has advanced some constructive suggestions to theproblems exposed in the governance process in order to provide full referenceand basis for improving Chinese occupational health service system, promotinga fundamental improvement of the occupational health status in China.
