Health Henan Evaluation And Governance Research

The epidemic of COV-19 has sounded the alarm for the world,and a healthy China is an essential prerequisite to ensure the stable development of the economy and society.Healthy Henan,as a local health governance practice,needs evaluation to ensure far-reaching.However,at this stage,systematic assessment research is lacking.There are continuous calls for developing a local health governance evaluation framework that has essential theoretical support and can also indicate specific optimization directions for specific regional characteristics.On the other hand,as the national health strategy,Healthy China contains a logical system and governance framework of health promotion,disease intervention,and health service improvement.Still,its implementation is faced with differences among provinces.Henan is an underdeveloped province with a large agricultural population,which makes it particularly difficult in resource matching,process control,and development coordination.And in the face of the requirements of modernization of governance,how to improve Henan's health governance also needs a scientific answer.Therefore,it is necessary to systematically consider healthy Henan,assess the input efficiency,evaluate the building effectiveness of healthy Henan,measure the coupling coordination between the construction of a healthy China and economic and social development,and find out the governance mechanism to get the optimal path.The main work of the study is:First,Based on the public policy performance evaluation framework,this paper makes a systematic evaluation from three levels: the input allocation and use efficiency of resources,the building effectiveness of healthy Henan,and the extensive economic and social impact of healthy Henan.Secondly,Develop evaluation tools that adapt to the situation of Henan Province and reflect the effectiveness of healthy Henan construction.Based on the theory of sustainable development,the evaluation model and index system of healthy Henan construction are constructed from the development dimension,quality dimension,and time dimension.Thirdly,verify,evaluate and analyze the coupling status between healthy Henan and economic development.Make up for the deficiency that the existing research ignores the estimation deviation of endogeneity,controls endogenous disturbance,and verify the coupling between them.The coupling degree model is introduced,and the coupling degree is evaluated empirically.The PVAR model is introduced to simulate and analyze the complex interaction and response characteristics between the two systems,which traditional methods cannot handle.Fourthly,the internal logic and structural relationship of health governance are summarized,indicating the direction for improving healthy Henan.Meanwhile,the existing fuzzy DEMATEL/ISM integration method is enhanced to model expert opinions more objectively by introducing the distance correlation coefficient,solving the difficulty of fusing the two ways.The investment in health resources in Henan Province is insufficient,the allocation of health staffing is uneven,and the efficiency of health resources investment has not yet reached DEA effectiveness.The index of healthy Henan is increasing,but the difference from the country has not decreased.The existing inertia to maintain the effect is weaker,and the improvement expectation is not plausible.Sensitivity analysis shows that the imbalance of input structure,the low value trend of health services,the lag of the whole-cycle health management,and the underdeveloped conditions are all the disadvantages,and the interaction between them also aggravates the complexity of healthy Henan.The construction of healthy Henan is asymmetric with economic and social development.healthy Henan is sensitive to local development conditions,but the spillover to the development is relatively limited,and Henan as a whole is in an unfavorable situation.The critical role of multi-participation can be analyzed.Also,ISM analysis shows that planning has an advantageous position when connecting with other system factors and spilling influence.The primary health service capacity building and institution building are closely and directly related to effective governance.According to this instruction,the research develops the healthy Henan strategy.
