Objective: Through the analysis of the Nurses Ordinance,and focus on the part of the legitimate rights of nurses,to understand the implementation status of Nurses Ordinance and the Nurses Ordinance ’ s provisions of the legitimate rights of nurses in medical and health institutions or hospitals at various levels,as well as the problems in the implementation process.To strengthen nursing management and to give reference on further secure nurse’s rights, stable the foundation of the development of nursing team,promote the process of building nurses ordinance detailed rules, speed up the steps of legislating in nurses, so as to provide the reference and the suggestion for perfecting the legal system and the development of nursing management in China, construction the legal system of national characteristics of the nurse.Methods: By the way of literature review, semi-structured interview,brainstorming,to develop the questionnaire,Chinese Nursing Association issued the notice to assist the investigation, using the network platform distributed and collected the questionnaires.And the EXCEL2007, SPSS20.0 software were used for data analysis.Comprehensive understanding the specific situation of the nurses ordinance in the actual execution.Results: Nursing staff’s personal dignity, personal security aspects are basically same in different medical and health institutions but not all the same in different position.of witch the emergency nurses’ personal safety guarantee strength is weak.Except of the salary,promotion, there is no difference between different medical institutions.In health protection measures and the opportunity of sharing academic communication, attendingprofessional groups, there are not all the same between different levels of hospitals and different medical institutions,the difference is statistically significant. In the situation of the nursing staff configuration, the differences were statistically significant.Conclusion:The results suggest that Medical and health institutions should further implement the state Nurse Ordinance to create conditions for nursing staff,protect nurses’ rights and interests,maintain nurse team,accelerate the nurse legislative process,and promote the development of nursing career.
