The Public Welfare Comparative Study Of The Typical Mode Of The Reform Of Public Hospital In Jiangsu Province

The public hospitals are widely used to protect and promote the health of the citizens. The public welfare is the basic property and characteristic of public hospitals. The reform of public hospitals has been one of the important topics of the field of medical and health research worldwide. Since the reform and opening up, with the development of China’s market economy, the medical and health undertaking changes tremendous, also produces a lot of problems. Although the cause of "medical treatments is difficult and expensive" has many reasons, such as China’s population aging trend, the change of disease spectrum, lacking of financial investment and unsound compensation, medical insurance and security system, the absence of the public hospital’s public welfare is an important reason. So we must actively explore the reform of public hospitals. Through an effective designed system and implemented system, we guide the public hospitals to return to the public welfare. At present, China has emerged in large numbers typical modes of the public hospitals reform. However, due to the current reform of public hospitals is still in the exploratory stage, the effectiveness of the public welfare reform is pending analyzed. It lacks of the public welfare measure.In response to these top problems, this article takes Jiangsu Province for example. It studies the public welfare of the typical pattern of public hospitals’reform comprehensive and systematically. This article firstly overview the typical pattern of public hospitals’reform. Then it analyses from three aspects. The three aspects are the scope of the typical pattern, the public welfare practice、the progress of the public hospitals’reform.Secondly it optimizes the evaluation index system of the public welfare of public hospitals by the literature analysis and the Delphi method. It uses the coefficient of variation method to determine the index weight and builds the evaluation index system of the public hospitals’public welfare.This study builds the evaluation index system of the public welfare of public hospitals and includes seven one-level indicators and twenty-three secondary indicators.Finally, based on the public welfare measure system, it calculations the public welfare of public hospitals by the TOPSIS method and then measures the public welfare effects of the typical pattern of the public hospitals’reform in Jiangsu Province. According to the empirical results, the effect of public welfare in the same mode is different. The effect of public welfare in different mode is different. Specific features:the management system is conductive to the return of public welfare based on the separation of proprietary right from management right. The trusteeship mode affects the public welfare of hospitals, but the advantages outweigh the disadvantages. The effect of group mode is not obvious. The mode based on big hospitals management the small hospitals weak the public welfare.The result of the research will provide a response strategy to optimize the reform model and improve the public welfare of public hospitals. It provides a reference for the reform of public hospitals and government macro-health policy and contributes to different areas to explore to achieve the public welfare of public hospitals reform mode. It achieves the public welfare of public hospitals and scientific development then promotes the harmonious development of society.
