A Study On Public Welfare Of Public Hospitals

As an extension of the public health function of the government,public hospitals take the responsibility of providing fair,accessible and appropriate medical and health services to the general masses,so as to fully reflect the public welfare of public hospitals in the new era.With the development of the society and the improvement of the quality of life,people have put forward new demands for medical and health care,which is in contradiction with the unbalanced and inadequate medical service level.Limited by the original system mechanism and the lack of security policy feasibility,applicability,investment,public hospitals are facing tremendous survival and development pressure.Driven by inappropriate value orientation,public hospitals still reveal profit-seeking tendency.It is of great practical significance for the government to seize the opportunity of the reform of public hospitals,ensure the realization of public welfare through various policies,comprehensively improve the level of medical services in public hospitals,and meet the medical needs of the public.This paper comprehensively studies the status of the public welfare of public hospitals and the reflection of residents in Tai'an city,and discusses over the current public welfare guarantee policies adopted in Tai'an city.Although Tai'an city has adopted many policies,such as deepening the reform of public hospitals and consolidating the universal health care system,to ensure the implementation of the public welfare of public hospitals,its overall medical and health services is not meeting the requirements of the public,who are not satisfied with the overly expensive fee for medical treatment,time arrangement for treatment time,treating process and the medical service level etc.Tai'an city still faces the problems of the lack of public medical welfare and the tight doctor-patient relationship.There are plenty of problems and difficulties that need us to deal with in the future.Given that the public welfare problems remain unsolved after the implementation of relevant policies,the paper analyses the reasons behind that.The role of public hospitals in the medical and health services is still unclear.Appropriate financial supportive policies are in lack.The diagnosis and treatment mechanism is poorly classified.Such problems reduce their safeguarding effect on public hospital public welfare and restrict the effect of the implemented security policy.To ensure the public welfare of public hospitals,the government needs to take responsibilities for strengthening top design and launching a series of policies on the improvement financial guarantee,personnel system and distribution policy,and the health insurance system etc.The government should base on the local situation,conduct distinctive intervention policies targeted at each region and each hospital,and dynamically adjust thepublic welfare guarantee policies of public hospitals according to the changes over time,improve the coordination among the government,hospitals and the public,and meet the public's growing and diverse demands for medical and health services.
