Objectives:To investigate the patient safety culture of medical personnel in public medical institutions of Hangzhou, analyze factors affecting patient safety culture, and to put forward suggestions on the improvement of the patient safety culture of public medical institutions in Hangzhou.Methods:Doctors and nurses were chosen from 15 community health service centers,6 secondary hospitals and 3 tertiary hospitals in Hangzhou; The medical personnel’s status of patient safety culture were surveyed using the Hospital Survey on Patient Safety Culture; and the major factors influencing the patient safety culture were analyzed using the univariate and multivariate analyses.Results:1.1800 medical staff at different levels of public medical institutions in Hangzhou were surveyed, and 1610 questionnaires were recovered, the effective recovery rate was 89.4%.2. Hospital patient safety culture scale is suitable for medical personnel. The reliability and validity test showed that the Cronbach’s alpha and split-half reliability coefficient were both above 0.7; the content validity showed that the correlations between the patient safety culture scale and each dimension was statistically significant, and the correlation coefficient was more than 0.5. In terms of construct validity, the KMO was 0.922,12 common factors could explain 61.92% of variance, and the factor load range was between 0.444 and 0.894, which suggested that the scale had good reliability and validity.3. "Team cooperation of department" and "Organizational learning and continuous improvement" were the common superior regions in different levels of public medical institutions in Hangzhou."Personnel allocation", "Frequency of adverse event reported" and "Non punitive response to errors" were the common areas remaining to improve in different levels of public medical institutions in Hangzhou; meanwhile, "Communication openness" was the area to be improved for both secondary and tertiary hospitals.4. Factors affecting the safety culture of the 3 levels of public medical institutions in Hangzhou were position, patient safety culture education times, weekly average night shift times, working years, department, education, hospital level and drag time. The fitting model explained 40.1% of the total variation.Conclusion:Patient safety culture scale had good reliability and validity, which could be a relatively scientific instrument measuring patient safety culture. Position, patient safety culture education times, weekly average night shift times, working years, department, education, hospital level and drag time were major factors affecting patient safety culture. The overall levels of patient safety culture construction of public medical institutions in Hangzhou needed to be improved. We suggest to establish a management visiting system to enhance communication openness, improve reporting and feedback system of the non-punitive adverse events, perfect the standards of hospital human resource allocation, reduce drag class time, pay attention to the training of medical personnel and strengthen patient safety culture education.
