ObjectiveTo explore the present situation of human resource, the health personnel flow andinfluential factors of township health centers in6mountain areas of Fujian provincevia mixed methods study, including quantitative and qualitative analysis. The impactsof a series of policies and measures on health personnel after implementation of newmedical reform in Fujian province was discussed in order to put forward effectivecountermeasures to attract and retain the health personnel. These countermeasureswill guide a rational flow of health personnel, make health personnel distributionmore reasonable, and improve the present situation of human resource shortage oftownship health centers.Methods1The human resource status quo of township health centers in6mountain areasof Fujian province was described.2The present situation of health personnel flow in Fujian province from2009to2011was investigated by questionnaire survey.3The work experience and cognitive situation of health personnel of townshiphealth centers was investigated by questionnaire survey.4Key informant interview was adopted to explore the reasons of healthpersonnel flow.ResultsThe total number of inflow personnel was more than that of the outflowpersonnel. Of the fluent people, the proportion of female was significantly higher thanthat of male, the largest proportion was people under the age of30, most of the groupswere individuals graduated from technical secondary school and nurse had a high flow-ability. Inflow personnel mainly came from new graduates, other ways and othertownship health centers; outflow personnel mainly went to resign the degree, othertownship health centers and the superior departments.The income level of health personnel was low, which was the leading cause ofleaving and wanted to improve. The new medical reform policy had a major impacton health personnel flow by compilation, recruitment and financial aid. The staffturnover was affected by economic factors, compilation problems, nature of work,their own development opportunities, the educational opportunities of the children ofthem and their housing and so on.ConclusionThe government should increase investment in the township health centers,perfect the social security mechanism, improve the personnel’s wages, increase thecompensation of rural hygiene technicians practically, solve the housing problems ofhealth personnel and their children’s education problems. The intensity of healthpersonnel training should be further increased to form “Order form” training mode.Continue to intensify policy support, guide a rational flow of health personnel actively.Personal career development should be supported, health personnel should be sent tosuperior medical institutions to study on a regular basis, and health personnel’smulti-sited license in the rural areas should be allowed and encouraged. Strengthenthe supervision of implementation of policies about grass-roots health personnel,solve the problems encountered in the construction of rural health personnel properly.
