Problems And Countermeasures For Social Organizations Participate In Rural Public Service

At present, our country rural social development increases villagers’ public demands on transportation, communications, tourism, health care, social security, environmental protection and social order rapidly. However, the existing rural public service supply mechanism is still not perfect, which can not satisfy the demand of rural residents. To study social organizations participate in rural public service, have very important meaning to meet the demand of the rural residents: in the aspect of theory, it could enrich and develop the new rural construction theory in our country, deepen and expand the social organization theory, as well as the research category of the theory of rural public service. In the aspect of practice, social organizations to participate in rural public service, could promote public service supply from the mode of a single main body by the government to a multiple patterns, which could expand demands expressed channels of rural residents.The main characteristics of the social organizations are legitimacy, independence, non-profit, voluntary and public welfare. The main body rural public service is government, enterprises and social organizations, which provide basic rural production to rural areas, and meet the needs of the villagers’ life. With a double failure theory, the polycentric governance theory and new public service theory as the basis put forward the practical significance of social organizations participating in the rural public service: promoting urban and rural integration, shaping rural value, promoting the government transformation. Summarized the development of overall status of social organization and achievements, put forward social organizations participate in rural public service’s problems in small scale, lacking ability to get resources and lack of talents, service supply structure imbalance and public service voluntary failure. The main reason is the obstacle of management system, lack of laws and regulations, not enough organization management and support.Through the study of experience in Anglo-American law system and continental law system country in rural social organizations to participate in public service, puts forward the enlightenment to our country: voluntary and service members, encourage the development of rural social organizations, government leading, guide, support and supervision of the development of social organizations, strengthen the system construction and improve the ability of rural people to participate in social organization. Finally from the government level, organization level and social level put forward the perfect social organizations to participate in the countermeasure and suggestion of rural public service.
