Study On The Development Policy Of Private Medical Institutions In Qingpu District Of Shanghai

The official opening of the health care market in China, since private capital to enter the field of health care, private medical institutions has been rapid development, breaking the monopoly of public medical institutions, but the issues about difficulty and high cost of patient treatment did not completely resolved.We investigated the status of the private medical institutions in Shanghai Qingpu District to find out the problems encountered in the development of the hospital. Based on these datas we provide the reference and strategies in order to developing the private hospitals in Qingpu District for the government administrators. This paper used the empirical research method combined with the public management theory, market failure theory and medical service privatization theory to analyze the development policy environment of Qingpu District private hospital. We want to promote the improvement of the policy for the development of the private hospital. The current difficulties in development of Qingpu District private hospital included the market access, talent shortage, heavier tax and access to health insurance. There is a significant unfair treatment between the private medical institutions and public medical institutions. The paper puts forward some suggestions on the policy support. The first step is to define the function and orientation of the private hospitals in the health service system. We need to improve the market access system of private medical institutions In next. In terms of talent policy, also we need to improve treatment to attract high-end talent to participate in the construction of private hospitals. Tax cuts can promote the development of private hospitals in the fast. Liberalization of the policy limit is important. The private medical institutions will be included in health care. In this paper, we put forward these improvement program and hope to promote the development of non-public medical and health institutions. The way to solve the problem of public medical institutions is the direction of our efforts.
