Fengtai District, the economy is in a period of rapid development, with the deepeningof economic reform, health, harmonious, sustainable Fengtai District medical andhealth services development and pursuit of the common goal. Establish harmoniouslabor relations is directly related to the harmony of social relations and social stability.Wage distribution system is the core issue of labor relations, plays a vital role inbuilding a harmonious labor relations. At the same time as the economic and socialdevelopment, benefits, by the unprecedented attention of the masses of the people.The wages of employees of private medical institutions can be guaranteed, directlyrelated to the quality of life of the workers of the private medical institutions, relatedto the stability of the workforce and social stability. In collective wage negotiations,can effectively improve the passive position of workers in the private medicalinstitutions on the wage distribution, to ensure the stability of the wage income ofworkers, trade union functions play an effective safeguard their interests. A long time,the development of China’s labor market is not balanced, serious inequality of laborrelations, private medical institutions inner workings of non-standard workersindividual alone put forward their claims there is a high risk of leaving, at the sametime, private medical institutions are also facing high mobility of workers, seriouslyrestricting the development of the hospital. Collective bargaining for wages in thenational trade union organizations at all levels to promote, has achieved initial success,but in the area of private medical institutions, collective bargaining for wages has notyet been implemented and comprehensive coverage.9of the Ministry of Labor issued Decree2000collective wage negotiations pilotscheme,"China Federation of Trade Unions was introduced in early2011, theAll-China Federation of Trade Unions2011-2013further promote the collective wagenegotiations work plan" put forward: to the end of2013, to achieve trade unionorganizations has been built more than80%of the enterprises to establish collectivebargaining for wages, the basic realization of the goal of trade unions in enterprisesgenerally in collective wage negotiations. At present, the system of collective wagenegotiations in the promotion of the national trade union organizations at all levels,has achieved initial success, but in the Fengtai District of private medical institutions,collective bargaining for wages far from the real implementation and comprehensivecoverage. This paper intends to research collective wage negotiations, the status quofor private medical institutions in the region, from a political characteristics, threetrade union functions and consultation system constraints-depth analysis of theimplementation of the system of collective wage negotiations in Fengtai District,private medical institutions, and for these three areas discuss practical measures toprovide ideas for the real implementation of the regional private medical institutionsin collective wage negotiations.
