Chinese medicine is a treasure of our country medicine, which is an importantpart of our health project. Chinese medicine is known for the prevention,rehabilitation, chronic diseases and geriatric treatment, which has advantages with acomprehensive, convenient, sustainable and economic, having a broad mass base inthe community. Playing the role of Chinese medicine fully is the inevitablerequirement to build community health service system with Chinese characteristics. Itis of great significance for the convenience of the people for medical treatment,reducing the cost burden and improving the health of residents.After years of efforts, Chinese medicine services in the community of the FengtaiDistrict have been significantly improved. The willingness of the masses to acceptand choose the health care service of Chinese medicine has been improvedsignificantly. On October26,2012, the Beijing Municipal Administration ofTraditional Chinese Medicine departments and other five departments jointly issued"the notice on the issuance of the grass-roots level in the implementation of theChinese medicine Services capabilities engineering program in beijing". The overallgoal of the Chinese medicine work in community health service institutions till2015has been proposed. In order to provide a theoretical basis of implement the spirit ofthe notice to the Fengtai District, we carry out the research on the Chinese medicalmanaging the service capabilities of community in Fengtai District.Based on the data of the Chinese medicine services in the Fengtai DistrictCommunity Resources Survey, and combined with the relevant documents issued inthe country and Beijing in recent years, we conducted in-depth research on theChinese medical service capabilities of community in Fengtai District. Firstly, inorder to provide a reference for the Chinese medicine service capabilities of theFengtai District community, we should the distinguish the concept and content ofChinese medicine services capabilities in the community by literature and understandthe study status of the current domestic and international Chinese medical services incommunity. Secondly, we understand the status of the service of Chinese medicine of urban community of Fengtai District,through the investigation on the condition ofChinese medicine services resources of the community health service centers in18cities and82urban community health service stations resources in the Fengtai District.After years of efforts, the Chinese medicine services network system of community ofFengtai District is basically formed,the resource factorsdeployment has reached the standard basically. The service capacity is growing.Butthere is a certain gap comparing the relevant documents and the standard issued bysuperiors, such as the lower rate of the Chinese medicine outpatient visits in alloutpatient visits,and quite a few community health service station cannot provide theChinese medicine service. analysis causes are mainly focused on that the governmentdidnot pay enough attention to,less special funds were put into,qualified personnel of Chinese medicine were lacked,the feature of the communitychinese medicine were not prominent,and the ratio of theresidents taking advantage of community Chinese medicine was not high,Lastly,combining the work objectives and tasks of the implementation of enhancement of theBeijing grass-roots medical service capabilities, aiming to the weak links andoutstanding problems in urban community health service institutions in medicine inthe Fengtai District. we put forward the seven solutions including proposing furtherimproved community Chinese medicine service network development, enhancing theculture of the qualified personnel of Chinese medicine,popularizing the appropriatetechnology of Chinese medicine of common and frequently encountered disease ingrass-roots. if it can be implemented strictly, we can achieve the anticipative goal.
