In recent years,putting people’s health in the strategic position of priority development will become the first task for many cities to build a service-oriented government.At the same time,with the steady development of social economy and the continuous improvement of people’s living standards,people’s health awareness is also gradually improved,and the need and expectation of health and medical services are also increasingly large.At present,although most of municipal public hospitals in provincial capital cities can basically meet the needs of diagnosis and treatment within their jurisdiction,provincial public hospitals are mostly concentrated in provincial capital cities and gather relatively more medical resources,such as hospital facilities,medical staff,hardware service equipment,etc.The huge difference in diagnosis and treatment level between provincial public hospitals and municipal public hospitals reduces patients’ trust in municipal public hospitals,and they only trust provincial hospital,and that "major treatment for minor diseases" is the direct reflection of the patient visiting environment in provincial cities.On the one hand,the environment of provincial public hospitals is too congested,and patients cannot experience satisfactory medical service quality.On the other hand,due to the lack of competitive advantages and lack of momentum in development,medical institutions at the municipal level or below the second level in provincial capitals are seriously marginalized,and the hierarchical medical system cannot play an effective role,which further aggravates the imbalance of medical resources.At this point,in provincial capital city,the municipal public hospital as a crack in the survival of the awkward medical group which is under attack in all directions.Not only by the locational disadvantage,government policies,hospital grade limit,grading treatment,more by region competition from municipal public and private hospitals.Its discipline development,building of medical talent team and management efficiency are influenced by the factors above.What has followed is not only the reduction of hospital business volume,but also the regression of scientific research platform and the limitation of talent training.Over time,a vicious circle has been formed,from the outpatient volume to the business income and the talent reserve and even the scientific research strength are getting worse and worse,and the industry competitiveness is getting lower and lower.As a result,the comprehensive strength of most municipal public hospitals in provincial capital cities has been hovering in the middle and lower level of the same industry for a long time,and once fell into a development dilemma.How to effectively solve the problem of residents seeking medical treatment,to provide people with higher quality medical services,is a big difficulty for many provincial capital municipals′ health administrative departments.Based on the guidance of the tutor and the author’s actual work,this paper makes comprehensive use of literature analysis,induction and summary method,structured interview method,SWOT analysis method and case analysis method,and centering on the theory of public goods and the theory of strategic alliance.This paper takes the municipal public hospital in the provincial capital city as the research object and conducts a field survey on the development difficulties of the municipal public hospital in the capital city of H province--Z City.Through the deeply discussion on the necessity of carrying out the new public-private partnership model in provincial and municipal public hospitals,the operation mechanism of this model and the problems that need to be improved are summarized.Then,the writer explored the new public-private cooperation mode carried out by the Third People’s Hospital of Z City and S Medical Management Group in recent years,and find a new way of thinking to solve the development problem of municipal public hospitals in some provincial capital cities,namely hospital strategic cooperative alliance mode.That is,on the premise of ensuring the public welfare of public hospitals,high-end private medical institutions provide consultation,suggestions or services for public hospitals.Public hospitals and private medical institutions share the influence and medical resources by sufficient investigation and formulate contract according to the actual situation.Thus,the long-term partnership based on risk sharing and benefit sharing is established,and the idea of "strategic alliance" is introduced into the deep cooperation mode to achieve a win-win cooperation mode between the public and private,which is also known as "S mode".From theory to practice,therefore,for solving the developmeng trouble of capital cities public hospital providing a reference template,and finding a new way of promoting the provincial capital city public hospital development.It will open up a new solution for the government and public health administrative departments to solve the problem of "difficult to see a doctor",and put forward new ideas to help realize Healthy China. |
