The Research On Service Management Of Floating Population’s Family Planning In Urumqi

Objective:To assess the basic situation of migrants including the structure, education, employment,etc in Urumqi Municipality by analyzing National Population Health IPPF dynamic monitoring data and full floating population data in 2014,and discuss problems in the floating population family planning service management implementation process from management mechanisms and public service dimension. Look out the weaknesses for family planning services management, and put forward relevant suggestions on service management measures. Discuss the methods to improve management approach in floating population family planning service in Urumqi Municipality。In order to provide reference for the development policies and systems of floating population family planning service and management and provide policy recommendations to improve the service level in floating population family planningMethods:According to the floating population family planning management responsibilities and health policy research needs, this study use the Theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis, literature research and field interviews combined method.Questionnaire including personal and community survey。Personal questionnaire includes five content:(1) basic family and population situation;(2) flow and employment situation(3)basic public health services situation(4) basic medical services(5) obstetrical case management and family planning services, all the questionnaire are filled by the survey investigators who directly access to the object of investigation.Community questionnaire includes basic demographic situation, community management and service of floating population health planning and other basic public services implementation,All completed by the investigators who directly access to the village / neighborhood or person in charge of personnel。All the questionnaires are printed and issued by the National Health and Family Planning Commission.Floating population health planning dynamic monitoring system point upload and entry the result online or offline.Result:1. In this study, 57.0% were males, 43.0% were women. 78.7% were 15-60 year-old people, the proportion of the elderly population over 60 years was 0.6%, the youth under 15 years of age were 20.7%. The floating population were Han migrants mostly, accounting for 69.3%. 62.40% people of floating population have received secondary education and below.2. Occupy the main inter-provincial migrants, mainly from the Midwest. The floating population migrants leave the domicile to Urumqi in March and May mostly, less in November. Tianshan District Uighur migrants accounted for 75.4% of Urumqi Uighur migrants. Other new downtown area, and meters Shuimogou Eastern Han interprovincial migrants are mainly composed. 60.4% of respondents intend to reside in the local long-term(over 5 years), made it clear that not going to the local long-term residents accounted for 10.85%.3. The floating population of across provinces, prefectures across the province and city in the Prefectures across, who are mainly for work or business, were 89.56% and 75.07% and 75.0%, respectively. The occupation of Urumqi migrants were mainly commerce, services, manufacturing industries and transportation related fields, accounting for 67.60 percent and 15.90 percent of the total respectively. The reason for the employment of migrants mainly housework / work with children and cannot find a job, accounting for 48% and 28%, respectively. The floating families in the local average monthly income of 4,500 yuan, the average monthly food expenditure of 1,000 yuan, the average monthly expenditure of 2,500 yuan. Engel coefficient of 40.0%, at a comfortable level.4. In the 2,000 migrants, 1339 people have married, accounting for 66.95%; unmarried 533, accounting for 26.65%; the number of divorced, widowed were 78, accounting for 3.90%. The average number of children born migrants to 1.43, the average number of family members was 2.65 persons. Married migrants mainly IUD contraceptive measures, accounting for 48.28%, Followed by condoms ratio of 37.34%. Inflow of 93.72% of the short-acting contraceptive measures adopted to provide free contraceptives.5. Floating population of nearly five years of domicile of the family planning policy, efficiency, publicity and consultation, service, management efficiency of these five elements the level of satisfaction of 60%, holding 30% of the general attitude, considered not applicable 9%, a very small proportion of dissatisfied, 1% of the floating population of household registration management of family planning services are not satisfied.Conclusion:1. the quality of the working-age population liquidity continues to increase in Urumqi Municipality, but the level of education of floating population overall remains low. Overall, living standard of migrants in Urumqi Municipality substantially in the in the middle well-off level, are still far away from the relatively affluent. Uighur migrants mainly located in Urumqi Tianshan district.2. Inter-provincial migrants occupied the main Urumqi migrants, migrant workers in business has become the main reason for the floating population to leave the household registration to Urumqi.3. More mobile population outside of births tends to be improved, and to enjoy the latter basic family planning technical services free of charge.4. Floating population of nearly five years of domicile of the family planning policy, efficiency, publicity and consultation, service, management efficiency of these five elements is generally not high level of satisfaction..
