Study On The Equalization Of Basic Public Health And Family Planning Services For The Floating Population In The Process Of Urbanization

Large-scale floating and migration of population is the notable demographic phenomenon in the process of China’s industrialization and urbanization. It is of great practical significance to achieve equalization of basic public health and family planning services for the floating population, which can promote progress of social fairness and justice, and also can enhance the efficiency of resource allocation. In 2013, Suzhou was lucky to be one of the first national pilot cities of equalization of basic public health and family planning services for the floating population. Shishan Township in New District Suzhou, with the existing household population of about 82 thousand and more than 115 thousand of the floating population, is the typical town in the development of urbanization. On the background of the development of urbanization, this paper mainly in the floating population in Shishan Township as an example, the status of equalization of basic public health and family planning services for the floating population in Shishan Township are expounded through the analysis of floating population features, public service system, and work experiences of Shishan Township. Through the research on questionnaire survey, the study found that many problems and causes including service management system for floating population, the self-confirmation of floating population, Chinese household registration system and so on, affect floating population basic public health and family planning services which mainly on the inadequate service projects, unscientific service method and incomplete safeguarding system. Finally, based on the perspective of public policy, countermeasures research to promote equalization of basic public health and family planning services for the floating population is discussed from four aspects. We should first implement equalization of basic public health and family planning services for the floating population from the citizen view, and then strength the services from the systems. Also we have to integrate social forces, forming together to advance equalization of basic public health and family planning services, and finally we should implement the floating population "territorial management, the public service" through the community mode of "grid management, group services".
