Research background:Non public hospital is a part of our health system,to alleviate the difficult and expensive problem to a certain extent,plays an increasingly important role in safeguarding the people's health.However,a considerable part of the community hospital in the development process there is a public problem,one-sided the pursuit of institutions or investors' interests,not the public welfare as the core development goals,hospital operation process is also a lack of quantitative and qualitative evaluation of the public welfare.Research purpose:Based on the summary of relevant literature,the connotation of the hospital commonweal and extension of a clear definition,construct the index system of the hospital commonweal evaluation,and the sample hospital commonweal implement degree and level measurement.Through the summary of relevant policies and the reform practice of Medicine Office of social capital,and analyzes the reason,from the government,the hospital's social capital investment for the hospital public welfare loss,social three aspects of implementation of effective suggestions and strategies to improve the public welfare,to provide reference for promoting the path of social capital investment after the implementation of public hospital,to guide the healthy development of non public hospitals.Research content:1.The connotation and extension of definition of Public Welfare Hospital.Based on the related literature summary,defines the connotation and extension of public hospitals,to support the research theory of public goods supply,the theory of hospital operational mechanism,the supply of public goods theory,performance evaluation theory,has formed the theoretical framework of this study.2.Construct the evaluation index system of the hospital commonweal.From the connotation and extension of public hospital,in the hospital public welfare evaluation research literature review on the basis of the analysis,the establishment of evaluation index system of the hospital commonweal through 2 rounds of expert consultation and annual evaluation of sample hospitals for public interest.3.Research and policy analysis model of social capital investment to hospital.Issued since 2000 on the social capital to do medicine policy review,combining the relevant literature on the classification of hospital social capital investment capital management and other related content,the initial formation of the theoretical basis of this paper and the basic indicators of hospital public welfare measurement;2.The use of Delphi expert consultation,chose 24 were from the school scientific research institutions,hospital administration,medical experts and health administrative departments to consult the experts.Through the questionnaire,after two rounds of expert consultation has finally established the evaluation system of public hospital;3.According to the construction of good public hospital evaluation system,on-site data collection of the sample hospital.According to the access outline of depth interview to the part of the medical staff,the use of qualitative interviews to understand the basic situation of the hospital,collect their views on public hospital;4,.According to the data provided by the sample hospital,using the Topsis evaluation method,the paper compares and evaluates the degree and level of the public welfare of the sample hospital in 201420152016;5.Analyse the practice of social capital to do medicine,using the comparative analysis of the operation mode between steps,advantages and disadvantages,comparing the applicable conditions,and for the lack of social capital to do commonweal medicine and put forward feasible suggestions for improvement.Research conclusion:1.The hospital public welfare specific content mainly includes: the health service fairness and the availability,suitability,quality and efficiency;and the extension of the hospital commonweal include: to provide control special services;the implementation of the basic drug system,reduce the ratio of drug to patients,in line with the current health care level of medical service according to the condition,inhibition of outpatient and hospitalization expenses of excessive growth;comply with national health laws and regulations,standardize medical behavior management system,and constantly business income,the usage rate of essential medicines);the social medical service(years of public health service items,the task of public health emergencies emergency rescue in the number of years,city hospital to support rural communities and the number of years,support the border or medical etc.mandatory task number,free medical assistance or preferential relief scale,special hospital
