| Objective: Using Karamay public health system as a case, through the investigation and analysis of the status quo of the Karamay disease and control institutions, the comprehensive medical institutions and community health service organizations, the problems existed in the construction of public health emergency system were analyzed, and corresponding countermeasures were put forward. Methods: Based on the literature research, this study used the questionnaire survey method to carry out the emergency ability investigation to the area disease control institution and the medical organizations. Survey of municipal CDC 1, County CDC 4, comprehensive medical institutions 3, 13 community health service institutions. Results: Baijiantan and Dushanzi hospital emergency plans to develop late, Dushanzi district hospital plan number less than the others, and held emergency drills to more than the 2 hospitals;3 hospitals for fever, influenza-like illness and Atypical pneumonia and other common diseases and symptoms of emergency public health events and symptoms of 100%, the hospital does not have a negative pressure ward, laboratories are class II biological safety laboratory, laboratory detection, microbiology laboratory detection capacity to reach the highest level of 68.18% of the listed items, poisoning detection only reached 8.33%;Only 1 hospitals with emergency funds, funding sources themselves, and can not meet the needs of the work. The disease and control institutions only 40% of the institutions with independent laboratories, and only 1 disease control agency laboratories to meet the national standard, the urban area two laboratory detective capacity is lower than the national standard; each disease control a total of 41.46%;80% of the institutions set up a health emergency funds; only the municipal disease control has a special person to release information, 60% of the institutions to establish cooperative mechanisms with the relevant departments.69.23% of the agency to develop an epidemic in Community Health Service Center, mass vaccination abnormal response plan, 30.77% of the agency set up emergency processing departments, 46.15% of the agency to carry out emergency knowledge training, 38.46% of the institutions set up full-time personnel to carry out infectious diseases monitoring;23.08% of the agency to develop a contingency reserve fund, 53.85% of emergency supplies. Conclusion: The human resources of Karamay city comprehensive medical institutions in the central city hospital, the preparation rate is low, laboratory detection capacity is not able to meet the needs of public health emergencies emergency testing, the hospital’s lack of health emergency funds and the budget; Disease control institution laboratory configuration is low,equipment compliance rate and detection ability lower than the national recommended standards, the preparation of some disease control agencies is not balanced, the personnel allocation is not balanced, emergency material reserves exist in the phenomenon, the staff who known the plan is familiar with the poor. Community health service organizations in the construction of emergency organization is poor, no emergency funds, no protection, publicity work done more, the media communication. For several rounds of this, put forward the following countermeasures and suggestions:(1) To ensure that the comprehensive hospital emergency source of funds, improve the hospital laboratory detecting capacity, increase the preparation of the plan and emergency drills, reduce the gap between human resources in hospitals.(2) To strengthen the introduction of talent, make up the empty series, strengthen emergency drills, improve the workers’ plan to know, improve health emergency survey field equipment, improve the efficiency of emergency material reserves.(3) Strengthening the construction of community health service organizations, emergency organization, to protect the source of emergency funds, strengthen the plan to set up the media communication. |
