The central government set up the public health emergency response System after SARS as an important measure to tackle the public health emergencies. But it's only one side of the coin, to set up a complete and efficient system needs adaptable evaluation systems, in this way the system can be effective long and last.The Center of Disease Prevention and Control (CDC) plays an important role in tackling the public health emergency. It decides the results. The evaluation of CDC's capability can provide the government with basic material for emergency response system building and related training. In the meantime CDC can make self-evaluation according to the contents of different investigation domain. In this process CDC can realize its advantages and disadvantages, thus improving itself.To meet the current demand, this paper introduces the Structural Equation Modeling (SEM) method to make some trial research on the evaluation model of the emergency response capability of CDC, which area is still void now.First, based on studying of many research documents, this article probed into the definition and factors of CDC's emergency capability. By incorporation with the advice and requirements of some experts, preliminary model of emergency capability was given.Then, the reason why to choose SEM as modeling method was particularly stated. Research was also made on the theory of SEM. Its short comings and length were also illustrated. The application of the model in CDC was discussed.Last, based on studying of SEM theories, this paper formed a SEM model of evaluation factor system for CDC's emergency capability evaluation in terms of the steps of confirmatory factor analysis models. But of course this is an important try of CDC's emergency capability evaluation research method.
