Research On Public Hospital Reform From The Perspective Of Public Health Resource Allocation

Since the reform of opening up, China shows us a remarkable high speed development, health care level also embarked on a a new level, but the quantity and quality of public health services is more and more difficult to meet the needs of the masses of people. Based on this background,the public hospital reforme becomes a main theme to government.They discuss this theme every year on National Conferences.In 2015,the government released more than three policy documents to deep the public hospital reform.Althought the public hospital reform continues to advance and the financial revenue and expenditure is in the context of the expansion, health resources allocation is still not balanced. Public welfare was dignored before.The resource utilization efficiency is poor, too large imbalances between urban and rural areas affecting the effect of the reform of public hospitals.Public hospitals in China is the main supply of public medical and health undertakings. Public hospital resource allocation fairness and effectiveness directly affects the public hospital reform process.It also has a direct impact on the strategic goal of equalization of public service in our country.Under this background, this paper studies the reform of public hospitals from the perspective of medical resources allocation, hoping to promote the reform of public hospitals by optimizing the allocation of medical resources. This article takes the public product theory, resource allocation theory and welfare maximization theory, discusses the theoretical basis of government service. This paper analyzes the public hospital reform process and the present situation. In recent years, the supply of resources and services have been steadily improved because of financial investment and policy support, but there is still a problem of unfair and inefficient.There is a large gap between city hospital and county hospital in capital, material and human resources.In this paper, we observed the health resource allocation fairness and resource use effectiveness between the provinces by Theil index and DEA analysis method. There is a large gap between the East, middle and west areas.Compare with the eastern region, there exists a large gap in healthexpenditure, beds and personnel resources. Fiscal expenditure of western region is less than the other regions. lnternal development is not balanced. Fairness and effectiveness is still being questioned.It hinders the pace of reform of public hospitals.In order to change the current situation, we should promote the reform of public hospitals from the government responsibility, financial investment,overall resources, training personnel, strengthen information and medical insurance and so on. Government should strengthen coordination skills, improve the medical service mechanism and financial evaluation mechanism of government purchase.We should improve the level of financial investment to strength all of the healthy resources,improving the rationality of the structure of resources. Make it easy to promote the reform of public hospitals.
