Developing city's Community Health Service(CHS) is the common trend all around the world in it's health service, according with the need of modern social agenization and the miniaturization of family and acclimating the need of health system reform. The human resource of city's CHS is the vital element and the significant content and tache of the city community health. This Paper, taking the Dongguan city as an analysis objective, tempts to find the issues lying in the human resource of CHS in Dongguan through investigation, to look for the cause of formation and finally to probe into the methods with realistic maneuverability to the problems, aiming to help Dongguan to build a perfect CHS systems.The paper consists of four chapters.The first chapter is introduction. This section mainly introduce the research background, methods, purpose, value, technique route and quality control, etc, and make a comprehensive review of the national Human Resource Management for the CHS, as to theoretically prepare for the whole research.The second chapter is about the actuality and issues of the human esource management for the CHS in Dongguan. This section, through the means of questionnaire investigation and statistical analysis, brings forth status of requirement for CHS, including the content of age, the study level, the title of a technical post, cultivating, and job-satisfaction, etc. On the basis of above ,the essay analyses the issues lying in the human resource of CHS in Dongguan, such as the shortage of gross, the bad structure, the low quality, the lagging cultivation, and the unsuitable mind.The third chapter is about the factors analysis of influencing the human resource exploration of CHS in Dongguan. The section makes a perspective to the course of issues above from five aspects, such as the government investment, the matching of the policy, the quality of the health staff, the medical environment. The paper views the lack of the government investment, the un- matching of the policy, the low quality of the health staff, the unhealthy medical environment as the key elements to the human resource exploration of CHS in Dongguan.The last chapter is about the countermeasure to the human esource management for the CHS in Dongguan. This part is the emphasis of the paper. This section, on the basis of the analysis of the issues and its course of formation, puts forward the measures of increasing the government investment and making the fund into program management, optimizing the distribution of the human esource management for the CHS, energetically constructing the quality of the health staff and the system of the human resource management, building a more healthy environment, strengthening the organization lead and supervising of CHS. These countermeasures, as a good prescription, are good to the reinforce the human resource of CHS in Dongguan.
