ObjectiveTo understand the total amount,structure of Community health human resources and research basic medical and basic public health services of community health service centers in Guangdong province.After comparison of community health services in different regions,find out problem and put forward suggestions.Subjects and MethodsThe survey was adopted general investigation carrying out all community health service centers of Guangdong province in 2014.Quantitative research methods include Literature,review the Questionnaire and health statistical yearbook.The content mainly include the basic situation,human resources,basic medical services and basic public health services of community health institutions in the entire province and all regions,evaluate the efficiency of community basic health service among different regions,to find out the problem and put forward suggestions.ResultThere were 1069 community health service centers in Guangdong province in2014,among them,897 community health service centers in the Pearl River Delta area,61 in the eastern area,70 in the western area and 41 in the north area.The proportion of community health technical personnel in health personnel was 83.12%,the pearlriver delta region 33080 people,accounted for 84.13%;the eastern region 2557 people,accounted for 74.79%;the western area 2033 people,accounted for77.92%;the north area 2207 people,accounted for 84.08%.In the total technical personnel of community health centers in Guangdong province,doctors accounted for28.19%,chinese physicians accounted for 7.7%,public health physicians accounted for 5.37%,oral physicians accounted for 1.76%,pharmacy staff accounted for 9.13,nurses accounted for 36.74%,medical technicians accounted for 4.95%;Master's degree or above accounted for 1.38%,university degree accounted for 35.4%,junior college accounted for 37.33%,polytechnic school accounted for 22.38%,polytechnic school or below accounted for 3.07%;the subtropical high and above accounted for5.01%,intermediate grade accounted for 24.83%,primary technical job title division accounted for 66.26%.Average per million residents in Guangdong province possess public health physicians 6.36,doctors2.33,nurses1.79,chinese physicians 0.49,public health physicians 0.34,general practitioners 1.14,pharmacy staff 0.58,technical personnel 0.31 people.The proportion of medical practitioners and registered nurses was 1:1.02 in the province,1:1.05 in the pearl river delta areas,1:0.65 in eastern areas,1:1.06 in western areas,1:1.07 in northern areas.There were231148 training times for community health technical personnel,per capita training5.80 times in Guangdong province,per capita training 6.33 times in the pearl river delta areas,per capita training 2.82 times in eastern areas,per capita training 2.60 times in western areas,and per capita training 4.15 times northern areas.The community health service center of the province provides outpatient service97 million 944 thousand passengers,admission service 236 thousand passengers,discharge service 230 thousand passengers and home treatment 1 million 92 thousand passengers.There were residents filing rate 75.93%,neonatal health management rate66.24%,0-6 years old children's health management rate 61.33%,pregnancy health management rate 46%,the postpartum visit rate 64%,the elderly health management rate 79.81%,the standard management of hypertension 47.60%,the diabetes standardize management 44.80%,severe mental illness management 90.03% in Guangdong province in 2014.The average entire efficiency,pure technical efficiency,and scale efficiency of the 21 cities in Guangdong province were 0.918,0.937 and 0.977.Among the 21 cities,11cities showed effectiveness in DEA with constant returns to scale.The overall efficient rate is 52.38%.ConclusionSince the implementation of the new health care reform,the urban community health service in Guangdong has been improved.The community health human resources have got certain development,but the number of the province's community health personnel is still insufficient,unreasonable structure,health personnel structure differences between regions,strengthen community health personnel construction is still one of the key elements for future work.The number of basic medical services of community health center in Guangdong province has increased significantly,and the role of community triage patients began to appear,but two-way referral has not yet been achieved.The basic public health services in Guangdong province has been effectively carried out,residents of the filing rate,patients with severe mental illness management rate and the elderly health management rate assessment standards of basic public health performance in Guangdong Province,while low management rate of patients with chronic diseases,pregnant women and children.Nearly half community health service efficiency not high in cities of Guangdong Province.SuggestionStrengthen the government's leading responsibility,improve the allocation of community personnel;Innovating the personnel management and optimizing the talent structure;Integration of medical resources enhance community health services;Continue to improve the basic public health services;Multiple levels to promote community first diagnosis and grading clinics,Integrity the performance appraisal mechanism and improve the efficiency of community health services.
