Technical aids for persons with disabilities may be defined as any item, piece of equipment, or product that is applied to secure, increase, maintain or improve functional capabilities( Internationally is called as generally Assistive Technology Devices). Technical aids have impacts on the rehabilitation of disabled persons, and the life and working as well, and which have been important parts in each country’s social guarantee system. However, in china, the development of Assistive Technology is late. As the rapid development of economy and society, the Chinese Government is deeply concerned at Assistive Technology. In some government documents highlight that improve the talent training mechanism, establish a professional talent team. The staff for technical aids of basic level is an important role, and they are the key of team construction in Beijing.【Objective】 In order to provide scientific basis for government to construct the team of technical aids for persons with disabilities. Information of the team, work status and the working requirements were researched and analyzed. The aim of the investigation is to grasp the situation of the team, analyses existing problem, make suggestion for the future development of AT policy and team building planning.【Methods】Using the survey method, a questionnaire survey was conducted to785 staff which are working in the streets, villages and towns government, also in the same level service station in Beijing. Under the support of disabled persons’ federation of district and county in Beijing, using unified formula of “Beijing basic level team for Technical aids for persons with disabilities status questionnaire”, the questionnaire paper was given to each members of the team. They were filled in by the staff. The investigation content included number, age, education, identity and so on.Use Epidata3.1 software double input data, SPSS13.0 statistical software is for data processing, the descriptive statistical analysis method and chi-square test were used for statistical analysis.【 Results 】 This survey investigated a total of 785 personnel. There are 575 people in the disabled persons’ federation of street, villages and towns, accounting for73.2% of the total number of the staff, there are 210 workers in the same level service station accounting for 26.8%; male 291 accounting for 37.1%, female 494, accounting for 62.9%; staff average age of 39.9±9.5 years; 155 Civil servants, accounting for20.3%; 56 people be hired by staffing of government affiliated institutions, accounting for 7.1%; 222 coordinator, accounting for 28.3%; 191 full-time workers(social work),accounted for 24.3%; Community and village to hire personnel 50 people, accounting for 6.4%; Other identity of 107 people, accounting for 13.6%; 65.0% of the staff are health, 35.0% of the staff have physical obstacles; Master and above accounting for1.8%, undergraduate accounting for 42.3%, college degree accounting for 32.0%,high school and vocational school accounted for 19.7%, junior high school degree and below accounted for 4.2%; personnel engaged in the work for average of 5.7 ±4.7years; 309 people have been trained, accounting for 39.4%, and 60.6% of the staff have not been trained. Both salary income and career development prospects are poor evaluation by staff. The disabled have not knowledge of technical aids, the lack of reasonable policies and programs and the shortage of social resources, are the limiting factor of AT service in Beijing. They hope the knowledge, which can gained in the training is rehabilitation medicine knowledge, product knowledge, policy interpretation, the foreign advanced experience, evaluate adaptation technology, the latest high-tech assistive devices foresight.【Conclusions】(1)Beijing basic level team for Technical aids for persons with disabilities has been preliminarily constructed.(2)Combination with currently certified disabled population and the human resources situation of team, Gini coefficient is 0.2168.It display distribution relatively fair.(3)The degree and age structure of team are more reasonable, but identity establishment diversification,personnel professional correlation characteristics, Team stability face challenges.
