The Innovative team in our country is a new mode of the scientific research organization, which institutionalized from the creative spirit. It is the fusion from new ideas and new methods. Innovative team is a scientific and technology research group, which made up of a team leader and lots of scientific staff and they have a common goal. By the division of labor cooperation, they creat the independent intellectual property rights. The "Changjiang Scholars and Innovative Team Development Plan" of Ministry of Education was carried out in2004, which aim at uniting and supporting a number of outstanding innovative groups, to form talents team effect and equivalent effect, enhance the innovative capability and competitiveness of the colleges, and promote construction of high-level universities and key disciplines.
