Human resource has become an important resource factor, as the most important factor of production and capital, and become an important factor in economic and social development and productivity progress. Nowadays, human labor elements has undergone great changes in our country, and the role of human in production and daily life are more and more important, it is arranged from the original subordinate to the leading position of dominance. Market economy is constantly transforming, and economic system is continuously improving. A system about modern human resource management has gradually established in many domestic enterprises for the long-term development. The effectiveness and revenue have begun to emerge. At present, the military hospitals have begun to pay attention to the importance of human resources, and they have launched some methods and measures which are to establish human resource management database and improve the efficiency of human resource management, recruit people by internal and external recruitment, consummate training system and establish “Learning Hospitals”, and take comprehensive assessment methods and assess employees.Lots of researches have been provided by many scholars. In this paper, the quantity, quality and employee turnover ratio of human resource management in domestic military A hospital have been analyzed qualitatively and quantitatively. The evaluation index system of human resource management has been established and the level of human resource management in this hospital has been assessed by Analytic Hierarchy Process(AHP) and fuzzy evaluation method. The comprehensive evaluation score indicates that it is medium level and the score of management result evaluation is relatively higher than the score of management process. It shows that the effect of the hospital management is good, the organizational efficiency is high and the organizational goals are clear, especially the industry ranking and hospital revenue in organizational goals have achieved good results. However, the evaluation process also indicates the management process index score is medium to low, such as training investment and training returns need to be improved.Further analysis points out that the main problems lie in the change of personnel, the backward of personnel management, and adhering to the traditional management system. The system generally emphasizes conventional management about the staff attendance, personnel transfer, salary performance allocation and personnel file management etc. These disadvantage the flow and rational allocation of human resources, and directly hinder the construction of advanced human resource management system in military hospital. There are many management problems in military hospital, for instance, individual human capital’s contribution is not easy to measure, the opportunity cost of the human resources is high, and the types of medical workers are pretty complex.After pointing out the problems in military hospital, the positive meaning of human resource development to the construction of military hospital is showed clearly, meanwhile, the domestic and overseas scholars’ advices are referenced for establishing the system of scientific and reasonable human resource management. There are some suggestions for strengthening the human resource management in the military hospital which suggest improve the personnel access and exit mechanism, enhance the level of human resource management, strength the personnel training and development system and cultivate well hospital culture.
