A Study On Human Resources Situation And The Demand Of AIDS Prevention And Control In Ningxia

In1995, China’s AIDS entered the pandemic period, along with the HIV/AIDS of increasing demand, increasing of task is more difficult. Rational disposition of human resources is to ensure an important basis has been widely recognized by all levels of governments and AIDS staffs.The status of AIDS prevention and control of human resources have not reported system-related information in Ningxia. Understanding human status in AIDS prevention and control in Ningxia, predicting AIDS staff needs is the current issue to be research.Objective:To analyze the human resources of health-care system and to calculate of human needs in Ningxia, and guarantee sustainable development for AIDS prevention and control.Methods:Questionnaire survey methods were used to acknowledge human resources situation of CDC, hospital, maternal and child care service centre and the community health service institutions, standard methods of activity-based costing were used to calculate the manpower need, the gini coefficients to evaluate fairness in distribution of the staff of the AIDS prevention and control.Results:A total of267staff were invested in Ningxia.The investment at the CDC were94staff,77staff at medical institutions,37staff at maternity and child care institutions,59staff at community health service institutions. The CDC assumed jurisdiction of AIDS prevention and control work responsibility, other staff engaged in AIDS prevention and control work mainly part-time. Prevention and control staff and medical staff structure different titles. Quality four-level network staff is different, lower-quality comprehensive primary prevention personnel. The total human time cost is17085.9person day during2013in Ningxia. Among them, the publicity and education work takes3425.7person day, laboratory test takes1883.0person day, monitoring takes3535.2person day, behavior intervention takes1745.2person day, management of people living with HIV takes1043.8person day, outside hospital treatment takes72.3person day, inside hospital treatment takes428.2person day, maternal and child block takes2797.0person day, plan and carry out a baseline survey takes1891.4person day, steering checks takes264.1person day. Calculating amount of manpower need are75.8full time staff.Conclusion:The professional level is mix in Ningxia, grass-roots AIDS human quality needs to be improved. Follow-up treatment and management staff need to increase investment. Manpower distribution is equitable at CDC.
