The Management Countermeasures Research About Integration Of Medical Security In Jin Zhou’s Urban And Rual

For a long time, influenced by Urban-rural Dualistic Economic and social structure, the urban-rural medical insurance system has presented obvious phenomenon of binary structure. This phenomenon has caused the inequality about urban and rural medical facilities and resource allocation, so it has been a violation of principle which is about enjoying medical insurance system fairly. Nowadays, there is an important issue in the today’s society. This issue requires developing the unity of cities and countryside, narrowing the difference of urban and rural and solving the unequal problem of medical insurance system. Therefore, the development trend of China’s urban and rural integration is to construct the integration medical security mode, break household registration system, integrate health resource, and establish a fair healthcare system.First of all, based on collecting sorting and analyzing the integration of urban and rural at home and abroad, this essay discusses the related theories of urban-rural integration management system. Secondly, compared with the actual situation in Jinzhou, in order to perfect the medical insurance policy, it is an inevitable choice to put forward some managing countermeasures about constructing the integration of urban-rural medical security system. Finally, it proposes management countermeasures from four aspects, including unified management, unified project, adjusting the structure of fiscal expenditure and improving the overall level.The final research conclusion of this article:First, it will achieve the desire of all social members to enjoy the same social medical security; secondly, it will achieve the social fairness and the needs of the equalization of public service; third, it will establish an effective incentive and constraint mechanism to achieve the integration of urban and rural medical security system.
