All the urban and rural citizens from Chengdu were brought into the medicalsecurity system on January1st,2007. Since then, Chengdu had become the firstprovincial capital whom brought all his citizens into the medical security system inChina. This thesis takes Chengdu as an example to analyze the problems emerging inthe implement of the urban-rural integrated medical security system, and tries to makeChengdu as a reference to Chongqing, or even our whole nation, in the implement ofthe urban-rural integrated medical security system.Based on the combination of Chengdu medical security system revolution andresearch findings both at home and from abroad, this thesis at first stated thesignificance of the implement of urban-rural integrated medical security system andthe past and current situation of China’s rural medical security system revolution; thenanalyzed the investment which state finance and Chengdu finance had allotted on ruralmedical security and the distribution of Chengdu medical security resources, as well asthe influencing and supporting factors of the construction of Chengdu urban-ruralintegrated medical security system; this thesis, at last, provided some suggestions onthe development and revolution of Chengdu medical security system.Some conclusions are arrived at as follows: the first, the financial investment andlocal government’s innovation of their concept are the important guarantees andenergetic dynamics. The second, the urban-rural integration is closely related tourbanization: the urban-rural integrated medical security system revolution should baseon the rural citizens’personal property rights as well as their land property rights soas to formulate an appropriate new model for medical security system. The third, theproblems emerging in the revolution of the medical security system result in theinadequacy of government function, the shortage of financial investment and the lackof standardization of management and service. The fourth, although some remarkable achievements have been received since the implement of the new rural cooperativemedical care system, the definitions of local government, rural citizens and medicalservice agency are still inaccurate, nor does the funding mechanism of the new system.The last but not the least, the realization of urban-rural integrated medical securitysystem will depend on governmental support, rural citenzens’ positive participation aswell as the whole society’s attention.Some groundbreaking concepts are proposed in this thesis: the exploration ofChengdu medical security system revolution will be used as a source of reference toChongqing and even the whole nation in their revolution of medical security system;the realization of urban-rural integrated medical security system will be achieved viathe drastic system reform and the advanced technology of internet of things.
