Under the new current situation of medical reform,the competition in the medical and health field is getting more and more drastic.The state investment of medical and health care is still inadequate. As the main body of the medical service,public hospitals are necessary to ensure the economic benefit of the hospital and fulfill their social responsibilities for their own survival and development. Therefore,public hospitals must clarify management ideas and have the courage to reform.Through the establishment of scientific,reasonable and effective hospital performance management system,and further stimulate the enthusiasm of employees,improve the quality of medical service and service efficiency,use modern hospital management tools to provide people with safe,effective,convenient and affordable medical and health services,then solve the problem that medical treatment is difficult and expensive.In this paper,the theoretical study of performance and performance management as the foundation,combined with the hospital performance management research status at home and abroad,through the actual example-the A hospital of Anshan,by interview and questionnaire survey method,analyzing the current problems existed in the performance management system of A hospital,designing performance management of each link combined with the actual situation of A hospital on the existing problems.Then,using the method of balanced scorecard,key performance indicators(kpis) to design the index system of hospitals,departments,and post performance;And using Delphi method and analytic hierarchy process(ahp) to design weights of performance indicators,thus ensuring that the personal goals of the staff consistent with the hospital’s overall develepment plan.In order to ensure the effective implementation of performance manageme nt,this article also puts forward a number of security means in the hospital culture,performance management training, organizational support,information systems,management system.It summarizes the expected results after the implementation of this program,the difficulties that may arise and solutions.Through the study of specific hospital performance management system,it has important reference value to improve and facilitate A hospital’s performance management system.Findings also provide an important reference for the health care institutions which want to carry out the performance management.
