In February2010, the Ministry of Public Health, the National Development and Reform Commission, Ministry of Finance and other five ministries jointly issued "public hospital reform pilot guidance",which marked a new round of reform of public hospitals in our country the launch of pilot projects."Guidance"raised a reform claim about management system, public hospital compensation mechanism, operation mechanism, the reform of the regulatory mechanism and so on, and encouraged social capital to participate in a variety of properties for the medical to form a pattern of diversified do medical,which have intensified competition in health care market. In addition, the demand for healthcare services present a high quality, variety and diversity and the health of the residents idea changed along with the rapid development of China’s economic and social.At the same time,"medical care ","to see a doctor expensive", an increasingly tense doctor-patient relationship and other social medical problems can’t be settled effectively. This requires public hospitals who are the body of the medical and health services provider in China must be comprehensive consideration of national macro policy adjustment, the medical demand change, in-depth analysis of the external environment and internal resources, combined with their own advantages and disadvantages, the development of science and reasonable formulation and implementation of goals and strategic planning when making their own development. Hospital development strategy research become an important issue which is adapt to the social development in the process under the background of the reform of public hospitals.In this paper, the research object is T city Grade A tertiary comprehensive hospital (hereinafter referred to as the Y hospital). Under the guidance of modern management theory, we will analysis hospital macro environment and industry situation through the PEST analysis method; SWOT analysis on the development of external environment which bring opportunities and threats,also the advantages and disadvantages of own existence in order to find a suitable hospital leapfrog development period of strategic opportunities, formulate feasible Y hospital overall development strategy, clear the strategic objectives of the hospital level、business level and function level, secure the scientific and stable development of the hospital. The advantage-chance strategy (SO), weaknesses-strategy (settlement), advantage-threat strategy (ST), weaknesses-threat (WT) will wide Y hospital’s development path, foster strengths and circumvent weaknesses, and improve the core competitiveness, promote the fast and stable development, until achieving overall strategic goals.In this paper, on the basis of SWOT analysis method, based on the development of the hospital practice, SWOT method is analyzed under the actual situation of hospital development, and put forward the targeted strategic measures to promote the development of Grade A tertiary comprehensive hospital hospital, to the hospital development in China and the improvement of medical and health conditions of vb.It has certain reference significance to constantly push forward medical and health undertakings.
