Objective: Under the background of comprehensive reform of urban public hospitals,from the point of view of strategic management,this paper puts forward some strategies and suggestions for R hospital,hoping that hospitals can turn the challenge of medical reform into development opportunities,improve market competitiveness and speed up the pace of hospital sustainable development;At the same time,it can also be used as a reference for other public hospitals of the same type.method: Through literature research and analysis of the current literature of comprehensive reform of urban public hospitals in China,a questionnaire was compiled to collect the relevant data and internal environmental data of R hospitals before and after the reform of public hospitals(2015~2018),Analyze the advantages and disadvantages of the hospital itself;The external environment of the hospital is studied by using PEST analysis and Porter'sfive-force model,and the possible opportunities and potential threats are analyzed;And the strategic management scheme suitable for the development of R hospital is put forward by using SWOT analysis.Result:1.R hospital has the main advantages: the public hospital has its own advantages(in 2018,the number of open beds in R hospital has reached one thousand nine hundred and four?the equipment above One hundred thousand yuan is about seven hundred and twenty-seven million?the annual number of diagnosis and treatment is 1.39 million and the number of hospitalization is one hundred and eight thousand);The advantages of talent training and specialty construction(one thousand and thirty-eight people went out for further study and training in 2018,the training funds reached 5.7 million yuan,there are two provincial key clinical specialties and thirteen municipal key clinical specialties in the hospital);Rich educational resource advantages(The R hospital is A class teaching hospital in Guangxi,it has received great support from medical colleges and universities);Hospital connotation construction advantages;Advantages of hospital scientific research and technological innovation(one hundred and forty-one scientific research projects and seventy scientific research achievements in the past four years);The satisfaction of patients and medical staff was high(the satisfaction of medical staff is 99.13% in 2018,the outpatient satisfaction is 94.9% in outpatients and 94.74% in inpatients);Comfortable medical environment advantage;The big spatial advantage of discipline development(the development of the discipline of development land reaches one hundred and ten acres).2.Disadvantagesh of R hospitals are mainly manifested in the following aspects:lacking of medical and health resources,unable to meet the medical andhealth needs of the local population;The lack of high-level talents(only four doctorate health and technical personnel in 2018,constituent ratio 0.22%;two hundred and thirty-six professional titles above deputy high,composition ratio11.81%);Financial compensation is inadequate(After canceling "drug addition",the compensation ratio is 12.6% in 2017);the reasonable income of hospital is reduced;The cost of compensation for doctor-patient disputes increased(by 1.6million yuan in 2018,1.31 million yuan more than that before the medical reform in 2016).3.The main opportunities faced by R hospital in the external environment are as follows: The value of medical workers' services rose,effectively improve their work enthusiasm;The standardization of medical security can reduce hospital management cost;Hospital personnel management?internal distribution and operation management autonomy increased;Promote reinvestment of medical resources to meet medical needs;The arrival of the aging society promotes the promotion or establishment of related disciplines for the elderly;The attention and support of the municipal government and the Municipal Health and Health Commission.4.The main threats faced:The competitiveness of private hospitals increases and the threat increases;Multi-site practice of doctors will reduce service capacity;Hospital staff have a weak sense of anxiety;The gap in medical technology with surrounding hospitals is narrowing.5.Based on the PEST-SWOT method,the future development strategy of R Hospital is put forward.(1)SO strategy:(1)use the advantages of health policy to promote the standardized management of hospital science,accumulate and develop;(2)speed up the hospital technology innovation and discipline construction,excavate the elderly medical market;(3)reflect the value of medicalpersonnel,and constantly improve the connotation and service quality;(4)making use of the municipal government and health commission's attention and support,development and utilization of new piots,opens the related disciplines of geriatrics and expands the related subject business of hospital;(5)giving full play to itself advantages,to improve the level of treatment of complex diseases in hospital,promoting the development of advanced medical technologies.(2)WO strategy:(1)introduce high-level talent,improve the proportion of high-quality health human resources;(2)optimize the hospital income structure,broaden the medical service market;(3)strengthen the fine management of hospitals and improve the quality of service.(3)ST strategy:(1)Scientifically construct medical Medical association,promote the rational sinking of high-quality resources;(2)consolidate talent and discipline advantages,promote innovation in medical technology;(3)strengthen hospital internal education,enhance the sense of distress.(4)WT strategy:(1)reasonably control scale,reducing the employee turnover;(2)maximize the use of resources,reduce operating costs;(3)strengthen medical ethics education,establish and improve the adverse event management system,reduce the probability of doctor-patient disputes;(4)pay special attention to the cultivation of high-level talents and improve the competitiveness of medical technology.Conclusion: Under the background of comprehensive reform of urban public hospitals,The R hospital has a clear orientation and aims to build a modern humanistic hospital.Human resources structure is not reasonable enough,the lack of sophisticated talent;The gap of medical technology level with surrounding hospitals is decreasing and the threat is increasing;Health care workers need to be more aware of trouble;Hospitals have prominent advantages in information construction and specialty construction,which can be developedwith emphasis.
