Medical and health services play an important role in a country’s development and people’s livelihood. The new medical system reform scheme which was published in 2009. The reform are at a crucial stage by now. Facing new health care system reform, how to grasp the development opportunities to meet the challenges and develop the hospital scientific development strategy planning and implementation is every hospital manager’s important subject.This paper used the Chinese medicine hospital in Z city as an example. Ba sed on the demands of the pharmaceutical and health care system reform, as wel l as the instruction of enterprise strategic management theory, this paper adopte d literature method, questionnaire survey method,comparative approach and the diagram analysis method to collect,classify,refine and analyze the data. It analyz ed the macro environment of the Chinese medicine hospital with PEST method s and Porter 5 force model and the internal environment from human resources,medical ability, research ability, financial management, information construction,hospital culture and patients’ satisfaction degree. SWOT matrix was used to an alyze the opportunities, challenges, strength and weakness of the Chinese hospit al in Z city, and it proposed to use a compound strategy, also known as the d ifferentiation expansion strategy and make full use of traditional Chinese medici ne under the new environment of medical reformation. The differentiation strate gy, information strategy, continuous improvement strategy, brand strategy, as well as using talented people, science and education to strengthen the hospital are a ll designed for the Chinese hospital in Z city. By strengthening the organization al safeguard, strengthening responsibility implement, improving the supervision mechanism and perfecting the performance evaluation system, these strategies h ave proved to be practical in hospital management in reality.
