Based on studying and data analysis,summarizes the existing problems in the hospital management, analyzesthe cause of the problem. Combined with the actual area, the use of total quality management theory to the Weiyang District Hospital of traditional Chinese medicine hospital quality management system optimized design.At the same time, proposed the establishment of the third party auditmechanism to guarantee the effective running of quality management system, the establishment of the new hospital.This paper discusses the improvement and strengthening quality management at the county level public hospital, the patients for further meet the diversification, high quality medical needs, resolve the problemsin the process of the reform of county public hospital problem, has an important theoretical value and practical significance to promote the construction and development of county level public hospital.
