With scientific quality management, it can create the normal and strict work order to make sure the quality and safety of medicine and forbid the medical accident to take place, then the standard of medical technology and management of hospital will be improved continually. To enhance the hospital management and assess the hospital scientifically, objectively and exactly, it can give the right purpose and direction of hospital operation. We will take the social benefit as the highest standard and adhere to the intrinsic promotion law of socialist market economic and medical healthy facilities to improve the standard of hospital management, and we will take the quality and safety of medical treatment as the core of hospital management and also process the comprehensive quality management gradually. With these measurements, we could set a standard and legalization rules in our hospital, which help the hospital to improve the medical treatment quality and efficiency, to take the safety of medical quality management as our bottom line, to avoid medical accident, to satisfy the patients and to perfect the relationship between doctors and patients.Shenzhen Guanlan people’s Hospital is a grade two and first-class hospital, and it has been managed as a grade-three hospital by Shenzhen Health and Family Planning Commission. Take Guanlan Hopital as the study case, because it has the following features: First, it’s a modern comprehension hospital in Shenzhen, at the same time, it’s also has the feature of metrical hospital which belongs to Longhua New District; Second, it serves a large quantity of patients, more than one hundred million, which is a diversified group; Third, Guanlan Hospital has obtained certain achievements, but still has the room to improve. In summary, the author takes Guanlan Hospital as the study case because of its communality and representativeness on quality management of medical treatment. The quality management of medical treatment in Guanlan Hospital is a quality control system of medical treatment, consisting of Medical Matters Department, Quality Control Department and various quality control groups of medical treatment. And its controlling system fundamentally becomes more and more systematize and normalized. Nevertheless, there are still some week points in the concrete operation process, which has an obviously unfavorable effect on the stability and improvement of quality management of medical treatment. For example, the methods of quality management of medical treatment mainly take the form of examination or appraisal, only with simple subsequent examination and evaluation, lacking of effective supervision and feedback system, without scientific standard and quantitative index. And it is a quality assessment system, which is characterized by the pattern of quality control or quality assurance and putting emphasis on quality control management staff. Therefore, its major limitations are inability to embody the idea of human-orientation, no quality evaluation index from the service target and only result-focused assessment. Through finding out problems existing in the hospital quality management system, this thesis aims to explore the standard management pattern, which is in accordance with the view of modern scientific management and takes customers as the focus of concern and patients as central issue, to form a new quality management pattern of medical treatment which takes total quality management as basis, to perfect the management of medical treatment system as the key, to take overall medical treatment as frame, to use information management as means, to meet patients’requirements and satisfying the medical customers as the objective.Through referring to and sorting out documents, the author has studied four development stages which the quality management usually goes through and also the concept and function related to quality management and quality management system, as well as the concept of medical quality and principles of nursing quality management.Through analyzing the current status of hospital’s quality management of medical treatment, the author lists the existing problems and chooses the quality standard pattern based on current status. Meanwhile, mainly based on the design of quality system of medical treatment, the author establishes organization, formulates quality policy, and fulfills the quality management responsibility, resources and compiles quality system documents. That is to establish nursing quality management system suitable for hospital development by using ISO9000as standard for reference in practice, and to embody the continual improvement of the system.The article specifies the importance and necessity of establishing quality management system; designing and setting up quality management system suitable for the development of the hospital based on the.current situation of hospital quality management; training quality management staff, enhancing the quality awareness of whole staff; clearing the problems deserving our attention in the establishment of quality management system as well as the inspiration from that; setting up follow-up research for tracking and building up good quality culture atmosphere. |
