With the deepening of the reform of the medical and health system,the scientific,standardized and refined management of medical quality has become the main direction of modern hospital management.The public management theory provides a scientific theoretical basis for modern hospital management.DRGs is a case classification system that unifies the patient's condition and medical resource consumption in the context of medical big data.It can analyze the medical expenses and medical effects of all hospitalized cases and provide a basis for medical decision-making in hospitals.Since the country began trial of DRGs,it has achieved remarkable results in controlling the growth of medical expenses and improving the quality of hospital medical care.In China,because high-quality medical resources are mostly concentrated in tertiary general hospitals,with the improvement of economic level and the increasing demand for health of the people,more and more patients are getting together in Third Class A Level hospitals,and there are grassroots hospitals.The hospital is overcrowded with the inverted pyramid to seek medical treatment,resulting in a series of problems that are difficult to see and see.Due to the special status and complex management system,the Third Class A Level hospital has special medical quality management requirements.Improving the medical quality management of Third Class A Level hospitals and rationally controlling medical expenses are important research topics for current Third Class A Level hospitals.This paper sorts out and summarizes the relevant researches on medical quality management evaluation at home and abroad,and defines concepts such as DRGs,medical quality,medical quality management,and clinical pathways.Based on public choice theory,goal management theory,and PDCA cycle theory,A Third Class A Level hospital S in hubei province was selected as the sample object.The data sampled of DRGs from January 2017 to December 2017 in a Third Class A Level hospital S in Hubei Province,and explained the application of DRGs in the medical expenses management of a Third Class A Level hospital S in Hubei Province,and the medical level,efficiency and safety of DRGs.Application on.At the same time,the establishment of medical quality management indicators,from DRGs applied to the internal medical quality evaluation of the hospital and the evaluation of the internal department of the department,using the target management theory to analyze the feasibility and deficiencies of DRGs implementation in a Third Class A Level hospital S in Hubei Province.Finally,in view of the shortcomings in the application of a top three hospital S in Hubei Province,the paper proposes the application of DRGs to the optimization of medical quality management,which involves implementing the two major aspects of DRGs payment and improving medical level,efficiency and safety.Among them,the measures to implement DRGs payment include: using target management as a means to strengthen cost control;carrying out clinical path disease target cost accounting,reasonably determining DRGs payment standards;and usingquality management tools to continuously improve payment management.The application of DRGs to improve medical level,medical efficiency and medical safety recommendations include: medical level,implementation of DRGs performance evaluation and assessment mechanism to mobilize the enthusiasm of medical staff,improve management system to promote total quality management;medical efficiency,standardize DRGs process and strengthen medical information construction To improve the quality of the medical record home page;medical safety,the hospital level to improve DRGs medical quality management,the department to improve DRGs medical quality management,regular clinical,nursing,medical and technical personnel coordination meeting to clear the division of labor,responsibility implementation.
