Inner Mongolia, in the northern frontier of the motherland, is the first ethnic minority autonomous region with local and ethnic characteristics in China. Because of the vast and remote territory, unbalanced population distribution, and the less developed economic and cultural factors, the development of grass-roots medical and health services are lagging state relatively. The primary health workforce status is the main constraint on its development. There are many problems of the agricultural and pastoral areas in Inner Mongolia, such as less health workforce, low educational level, weak service ability and a serious brain-drain. All this has resulted in the lower satisfaction and poor utilization of health services. Requirement of resident’s health service in agricultural and pastoral areas can not be effectively satisfied.This paper tries to analyze the quality, quantity, distribution and structure of health workforce in pastoral areas in Inner Mongolia in order to find and analyze the main problem.
