| Since the new medical reform,Inner Mongolia has made remarkable achievements in the field of basic public health,and the health level of residents has been continuously improved.Basic public health services play an important role in disease prevention,health promotion and narrowing the health gap between urban and rural residents.To promote health governance and achieve health in Inner Mongolia,the construction of Inner Mongolia can not be separated from the support of high-level,fair and effective basic public health services,and can not be separated from the health service guarantee for rural and pastoral residents.However,the economic development of Inner Mongolia is relatively backward and the financial capacity is weak.The main purpose of this paper is how to strengthen the government’s responsibility in the new period,promote its modern health governance ability,and accelerate the development of basic public health services in rural and pastoral areas of Inner Mongolia.This paper summarizes the current research status of basic public health service government responsibility through literature review,combined with the characteristics of basic public health services provided by the Inner Mongolian government in rural pastoral areas,supported by fiscal decentralization theory,public product theory,and Rawls’ justice theory.Based on the current status of government performance of basic public health services in rural pastoral areas,comparative analysis with the help of health data.It was discovered that when the Inner Mongolian government performed its duties to provide basic public health services in rural and pastoral areas,there were still major problems such as insufficient service supply,poor expression of health needs of farmers and herdsmen,and lack of a linkage mechanism between upper and lower levels,and explored the causes.Finally,this article puts forward targeted countermeasures such as strengthening the government’s responsibility and health governance capabilities,improving the expression mechanism of farmers and herdsmen’s needs,and improving departmental coordination and personnel management. |
