A Study On The Optimization Of Government Function And Strategy In The Construction Of Medical And Health Informationization

Modern information technology is being more and more introduced into the field of Medical and Health regarding with the help on public service quality improvement.In order to improve the level of health care and to better serve the people's livelihood,many local governments in China devote themselves into the information construction of medical and health services by way of drafting new corresponding policies and more resource input.Shenzhen,Bao'an District government is currently putting great efforts to push the construction of medical and health information.This paper is studying the case of Shenzhen,Bao'an District,with the medical and health information construction activities.It is noted from paper about the combination job of literature and interviews,it describes the basic situation,medical and health information construction of Bao'an District government,brief process,and the role of the government,the approach taken and the impact and effectiveness.With the help of public health economics theory,public goods theory and public service theory,this paper summarizes the responsibilities and roles of local governments in the process of health informatization.In this paper,the author analyzes the role of government in the construction of medical and health information system,which includes three aspects: the role of government planning,the allocation of resources,and the evaluation function of government.On the basis of the three dimensions analysis,this paper uses the methods of literature review and interview to analyze the problems in the construction of medical and health information in Shenzhen,Bao'an District.The main problems existing in the medical and health informatization of Bao'an District medical health: health care resources planning integrity and cohesion needs to be improved,the allocation standard,balanced allocation of medical resources,and the construction of its own human resources are limited;at the same time,supervision and evaluation system and mechanism of health information of the defects,need to be improved.Finally,through the analysis of the government of Bao'an District's role in health information,intervention tools and means,the role and limitations,paper proposes some suggestions to optimize the role of government in the medical and health information construction in the play.The conclusion of this paper is: The government's strong intervention,can quickly improve the level of a region's health information,improve the supply of medical products,in some certain release the pressure caused by the shortage of medical and health resources.The government should enhance the leading and coordinating function in the health information,especially in the areas of market failure,such as information standards,information sharing,information security and so on.In the initial stage of health information,major infrastructure projects and other aspects of direct investment by the government,in the process of the development of health information,the government should improve the convergence of the plan,the balance of investment and the establishment of the regulatory system.
