With the health system reform going deeper and the pushifng of the national policy,the development of community health service has become an important measure to reform our city’s health care system and protect the fairness and accessibility of health service delivery.But how to measure the performance of community health service centers effectively is always the hot and difficult of all the sectors’ reseach.In this paper, we selected five community health service centers’ staff in Xihu Distric Nanchang for specimen under the the guidance of performance evaluation theory.Then,we introducted the Balanced Scorecard technique and used Likert scale to design the questionnaire to to conduct field investigations.The main contents are as follows:The first part is the research background and some literature review.Under the driving of the national policy and economic development,we grasped the development situation and policy context of community health service center,many documents of the evaluation for domestic and foreign health service and the performance evaluation for medical institutions and community health services were reviewed.The second part is an overview of the basic theory, including the theory of performance, performance evaluation and the research methods named Balanced Scorecard.The application of medical services in the Balanced Scorecard technique were also discussed.The third part describes the current situation in performance evaluation and problems of the community health service center in Nanchang.In the part of the development status,we elaborated mainly from the overall status, funding, policy implementation, internal construction, human resources and health services, etc.And we raised the questions about the existence of performance evaluation,such so it started lately,lack of scientific index system,targeting unclearly,the single research methods,it has many rooms for improvement in the implementation of environment in performance evaluation and so.The fourth is the questionnaire design, measurement, and empirical analysis of the the Balanced Scorecard,there are mainly about the reliability analysis,descriptive analysis, factor analysis and univariate analysis,and then we need to build a strategy map about performance evaluation of Nanchang’s community health centers. We also has made the descriptive statistical analysis,factor analysis and analysis of variance witha statistical software named SPSS for Windows.We has build a strategy map with the Balanced Scorecard based on the results.We proposes the suggestions to improve community health service center’s performance evaluation system,which is based Empirical Analysis on the basis of the results of Part V and in actual,including improving the quality of staff,the scientific management indicator system,using third-party evaluation,raising community residents’ awareness of participating.And we has discussed how to enhance the prospects of the performance evaluation in community health service center in Nanchang.We hope to build a dynamic index system of community health services performance evaluation in line with Jiangxi Province.The innovation of this paper is to construct the index system by consulting experts and use the Balanced Scorecard technique for quantitative analysis,because the study of community health services applied by the BSC is relatively small.The empirical analysis in this paper is based on field research,so the data is scientific and reliable and can reflect the actual status quo.But because of these factors that the limited sample data and professional knowledge which we have,there are some limitations in the research. |
