As the deepening of China's health care system reform and the improving of people's living standards, China's health care market has changed dramatically. Government and the public have a higher demand on medical and health institutions, the private and individual health care institutions continue to grow and develop, a whole competition in the health care industries is exacerbating. As the urban primary community health service center, now is facing unprecedented challenges with its survival and development. The institutions about distribution of individual performance and appraisal in community health service center are too vague and lack of science. Appraisals are mainly focused on quantity of clinical diagnosis and treatment services, but rarely associated with the quantity and quality of public health services, and performance distributions are not closely linked with assessment. And so it is difficult to mobilize the enthusiasm of staff, the issues have become an obstacle to the development of adverse factors to community health service center, the institutions needs to be improved and completed.This study is based on the theories and practices of human resources, surveys and analyzes the current situation of the performance management in LWQ community health service center, by using the methods of the Balanced Scorecard and Key Performance Indicators, it designs a performance management system based on strategy for using Balanced Scorecard.Firstly, the thesis summarized the functions, pay system, performance management theories of health institutions and community health services center, describes the main methods of performance appraisal. It provides a theoretical basis for designing of LWQ community health service center's performance evaluation and performance pay system. Secondly, this thesis describes staff's status of education, job title, performance appraisal and performance income distribution. It analyzes the main problems and summarizes the method on the current performance appraisal, performance income distribution. Furthermore, this thesis analyzes the SWOT of LWQ community health service center, determines the center's development strategy. Lastly, oriented by LWQ community health service center's development strategy ,based on the characteristics of department's functions and positions, combining with the Guangzhou municipal government's evaluation index on the community health services, the thesis formed a performance appraisal for the department and staff index system from four aspects: finance, customer, internal procedure , learning and growing, designed a performance wage distribution program for LWQ community health service center. Balanced Scorecard as the central strategic, takes a full range of performance monitoring and management, the community health service center's strategy can be turned into a clearly, measurable, interrelated goals. Combining performance appraisal with performance pay, it motivates staff to achieve strategic objectives and work proactive. Community health service center performance system is a dynamic process, it must be associated with the changes of national health policy and health care market, adapting with the national health development.
