Since the founding of new China, the central and regional governments at alllevels in order to improve the livelihood of the people made great efforts, but becausethe government to tilt the policy interests of the city, which caused a seriousimbalance between urban and rural medical security policy aspects of thephenomenon, serious impact on the Xinjiang economy coordinated development,improving people’s livelihood and social justice, therefore must be narrow medicalsecurity differences between urban and rural areas, to promote the harmoniousdevelopment of Xinjiang.This paper is according to the actual situation in Xinjiang,study the basic medical insurance of urban and rural residents in Xinjiang the problemof difference. The research object of this thesis is the Xinjiang urban and ruralresidents medical security gap, analysis of present basic medical security thedifference between urban and rural residents, and the reasons of the differences andputs forward relevant countermeasures and suggestions, for the overall medicalinsurance of urban and rural residents in Xinjiang, the Xinjiang urban and ruralresidents enjoy equal medical security.This paper first introduces the theory and review of medical security at home andabroad, review of the Xinjiang urban employee basic medical insurance, urbanresidents basic medical insurance and the new rural cooperative medical systemevolution, and states the present situation and the basic problems. Xinjiang basicmedical security level measured, specific differences between Xinjiang and thenational average level of urban and rural medical security, analysis of the Xinjiangurban and rural basic medical security system, resource allocation, relief system onthe various differences. Further analysis of the social, institutional and economicfactors in the basic medical insurance of urban and rural residents of Xinjiangdifference, and puts forward some countermeasures and suggestions to solve theseproblems.
